沈阳市农村供销合作社面临的困境及对策研究

【摘要】:现代供销合作社的基本定位是为农服务的合作经济组织,它是党和政府与农村、农业、农民相互联络的桥梁,是密不可分的重要载体。毛泽东、刘少奇等国家领导人多次论述过供销社在国家经济建设中的地位和作用。然而,新时期的市场发展,使供销合作社受到严重冲击,逐渐成为一个“边缘化”的弱势部门,不适应农村经济的发展。2014年,习近平总书记在全国供销合作总社六十年大会上做出重要指示,2015年4月,中央又发布第11号文件《中共中央国务院关于深化供销合作社综合改革的决定》,文件中都明确指出,要加强深化供销合作社综合改革,更好履行为农服务职责,增强服务“三农”的综合实力,加快推进农业现代化,促进农民增收致富,推动农村全面小康社会建设。如何肩负起国家赋予的这一伟大使命,是摆在所有供销合作社者面前的问题。本文以沈阳市供销合作社为例,从其发展现状开始进行研究分析,对其在实现目标的改革发展中遇到的困境及对策进行了初步探讨。第一部分,介绍合作社、农村供销合作社的定义及相关理论知识。第二部分,通过调研,对沈阳市供销合作社的现状进行相关数据统计,并对取得的成效进行了详细阐述。第三部分,通过对现状的分析,总结出沈阳市供销合作社在当前改革发展中存在的主要问题及成因分析。第四部分,通过对国内其他地区供销合作社比较先进做法的学习,总结出可供借鉴的成功经验。第五部分,结合沈阳市供销合作的发展现状及借鉴的成功经验,对沈阳市供销合作社的发展提出一些摆脱当前困境的建议。
[Abstract]:The basic orientation of modern supply and marketing cooperatives is the cooperative economic organization which serves agriculture. It is a bridge between the Party and the government, agriculture and farmers, and is an important carrier inseparable from each other. Mao Zedong, Liu Shaoqi and other national leaders have repeatedly discussed the status and role of supply and marketing cooperatives in national economic construction. However, the development of the market in the new era has severely impacted the supply and marketing cooperatives, gradually becoming a "marginalized" and vulnerable sector, not adapted to the development of the rural economy. General Secretary Xi Jinping gave important instructions at the 60th General meeting of National supply and Marketing Cooperation Cooperatives. In April 2015, the Central Committee again issued document No. 11 on the decision of the CPC Central Committee and the State Council on deepening the Comprehensive Reform of supply and Marketing Cooperatives, all of which clearly pointed out that It is necessary to deepen the comprehensive reform of supply and marketing cooperatives, better perform the duty of serving agriculture, strengthen the comprehensive strength of serving the "three rural areas," speed up the modernization of agriculture, promote farmers to increase income and become rich, and promote the construction of a well-off society in an all-round way in rural areas. How to shoulder this great mission entrusted by the state is a problem for all supply and marketing cooperatives. Taking Shenyang supply and marketing cooperative as an example, this paper starts with the research and analysis of its present situation, and probes into the difficulties and countermeasures encountered in the reform and development of the realization of its goal. The first part introduces the definition of cooperatives, rural supply and marketing cooperatives and relevant theoretical knowledge. The second part, through the investigation, carries on the correlation data statistics to the Shenyang supply and marketing cooperative present situation, and has carried on the detailed elaboration to the achievement. The third part, through the analysis of the current situation, summarizes the Shenyang supply and marketing cooperatives in the current reform and development of the main problems and causes of analysis. The fourth part, through the study of the more advanced practices of supply and marketing cooperatives in other regions of China, summed up the successful experience that can be used for reference. The fifth part, combined with the present situation of Shenyang supply and marketing cooperation and the successful experience, puts forward some suggestions for the development of Shenyang supply and marketing cooperatives to get rid of the current predicament.
