中国海关特殊监管区域发展对策研究

【摘要】：20世纪90年代初开始设立的海关特殊监管区域,一直在中国外向型经济发展中占有举足轻重的作用,但随着经济全球化的不断深入,以及后金融危机时代带来的考验,其发展中功能政策不协调、综合效益不显著和发展不平衡等一系列问题日益突出。如何应对挑战?海关特殊监管区域的转型发展已是非常必要和迫切,国家自21世纪初就开始对各类特殊监管区域的整合转型进行探索,并于近年来通过建立中国(上海)自由贸易试验区等进行有益实践。本文综合运用文献研究、对比分析和定性分析等方法,通过对海关特殊监管区域的全面阐述和分析,对国外典型自由贸易园区和中国(上海)自由贸易试验区的深入研究和启发,提出中国海关特殊监管区域可行的转型方向、原则,及具体的对策建议。本文首先汇总了国内外的理论研究现状,回顾了中国海关特殊监管区域的发展历程、功能政策、发展成效和困境等,进行了全面的阐述。其次,通过系统分析国外自由贸易园区和中国(上海)自由贸易试验区的发展情况和主要特征,归纳、理解对中国海关特殊监管区域转型发展的启示。最后,提出在当前全面深化改革的历史背景下,区域未来转型的发展思路和发展原则,并对优化区域管理、改善区域监管、创新区域功能政策、拓展区域产业链条和探索区域多元发展模式等方面提出了针对性的政策建议。
[Abstract]:The special customs supervision area, which was established in the early 1990s, has been playing an important role in the development of China's export-oriented economy. However, with the deepening of economic globalization and the test brought by the post-financial crisis era, A series of problems, such as uncoordinated function policy, unremarkable comprehensive benefit and unbalanced development, are becoming more and more prominent. How to deal with the challenge? The transformation and development of customs special supervision area has been very necessary and urgent. Since the beginning of the 21st century, the country has begun to explore the integration and transformation of all kinds of special supervision areas. And in recent years through the establishment of China (Shanghai) free trade test area and other beneficial practices. This article synthetically uses the literature research, the contrast analysis and the qualitative analysis and so on, through the comprehensive elaboration and the analysis to the customs special supervision area, This paper studies and enlightens the typical foreign free trade park and China (Shanghai) free trade experimental area, and puts forward the feasible transformation direction, principle and concrete countermeasure suggestion of the special customs supervision area of China. Firstly, this paper summarizes the present situation of theoretical research at home and abroad, reviews the development course, function policy, development effect and predicament of the special customs supervision area of China, and makes a comprehensive exposition. Secondly, through the systematic analysis of the development and main characteristics of foreign free trade parks and China (Shanghai) free trade test areas, this paper summarizes and understands the implications for the transformation and development of China's customs special supervision regions. Finally, under the historical background of deepening the reform in an all-round way, the paper puts forward the development ideas and development principles of the future transformation of the region, as well as the optimization of regional management, the improvement of regional supervision, and the innovation of regional functional policies. Some policy suggestions are put forward to expand the regional industrial chain and explore the regional multi-development model.
