上海金融服务外包人才供需匹配研究

【摘要】:2013年,我国经济发展方式的转变进入关键时期,而结构调整又是转变经济发展方式的主攻方向。金融业作为我国的经济命脉,其结构调整势在必行,这要求金融机构将非主营业务进行外包,集中主营业务,以便减少成本,提升自身的核心能力。金融服务外包是金融业价值链的向外延伸,是金融行业结构调整的重要内容。随着我国金融改革的不断推进,以及金融服务市场的逐渐开放,金融服务外包的发展速度越来越快。上海作为我国的经济金融中心以及商务部首批被授牌的我国服务外包示范城市之一,其金融服务外包发展水平领先于全国其他地区。2013年9月30日,中国(上海)自由贸易试验区揭牌落地,随着自贸区的建成,负面清单在金融服务领域方面,扩大了服务外包业务的发展空间,为上海金融服务外包产业的发展提供了难得的机会。金融服务外包属于知识和技术密集型产业,其竞争说到底都是人才的竞争。我国金融服务外包企业的成本构成中,人力成本约占企业成本的60%,支出最大,市场支出约占企业成本的25%,而技术研发投入仅占企业成本的4%,支出最小。金融服务外包产业的发展,人才是关键。随着自贸区的建成,上海将实现金融服务业的全面开放,金融服务外包业务量将急剧上升,导致金融机构对人才的需求量加大。虽然每年高校毕业生的数量很多,但是能够满足企业需求的人才数量有限,特别是中高端人才非常缺乏,金融服务外包人才供需矛盾问题逐渐凸显。本文选取上海服务外包示范区和服务外包专业园区为调研地点,通过实地访谈等方式了解上海金融服务外包发展现状及人才供需现状,在此基础上,运用灰色系统理论模型和多元线性回归模型对上海市金融服务外包人才的需求量和供给量进行定量分析,预测出未来五年人才的需求量和供给量。最后根据调研时所了解的人才供需双方对解决人才供需问题的意见和建议,提出优化人才供给的对策。
[Abstract]:In 2013, the transformation of the mode of economic development in China entered a critical period, and structural adjustment is the main direction of the transformation of the mode of economic development. As the lifeblood of our country's economy, it is imperative to adjust the structure of financial industry, which requires financial institutions to outsource non-main business and concentrate the main business in order to reduce costs and enhance their core competence. Financial service outsourcing is the outward extension of financial value chain and the important content of financial industry structure adjustment. With the development of China's financial reform and the gradual opening of the financial service market, the outsourcing of financial services is developing faster and faster. As an economic and financial center of China and one of the first licensed service outsourcing demonstration cities in China by the Ministry of Commerce, Shanghai is ahead of the rest of the country in the development of financial services outsourcing. With the establishment of the free trade zone, the negative list in the field of financial services has expanded the space for the development of service outsourcing business. For the Shanghai financial services outsourcing industry to provide a rare opportunity. Financial service outsourcing is a knowledge-and-technology-intensive industry. In the cost composition of Chinese financial service outsourcing enterprises, the human cost accounts for 60% of the enterprise cost, the expenditure is the largest, the market expenditure is about 25% of the enterprise cost, while the technology R & D investment is only 4% of the enterprise cost, and the expenditure is the smallest. The development of financial service outsourcing industry, talent is the key. With the establishment of the Free Trade Zone, Shanghai will realize the overall opening of financial services, and the volume of financial service outsourcing will rise sharply, resulting in an increase in the demand for talents by financial institutions. Although the number of college graduates is many every year, the number of talents who can meet the needs of enterprises is limited, especially the shortage of middle and high-end talents, and the contradiction between supply and demand of financial service outsourcing talents is becoming more and more prominent. This article selects Shanghai service outsourcing demonstration area and service outsourcing specialized park as the research place, through the field interview and so on way understanding Shanghai financial service outsourcing development present situation and the talented person supply and demand present situation, on this basis, By using grey system theory model and multiple linear regression model, the demand and supply of financial service outsourcing talents in Shanghai are quantitatively analyzed, and the demand and supply of talents in the next five years are predicted. Finally, according to the opinions and suggestions of both sides of talent supply and demand, the countermeasures of optimizing talent supply are put forward.
