福建省供销合作社综合改革研究

【摘要】：供销合作社综合改革是新常态下党和国家的决策部署,是新时期党和国家对供销合作社事业提出新要求,也是供销合作社自身发展的内在需求。供销合作社综合改革对进一步激发农村经济社会发展活力具有重要意义,是全面深化农村改革的重要环节。福建省供销合作社虽然已成福建省为农服务的重要力量,但是由于自身在组织体系和人才队伍等方面存在的问题,制约着其在新常态下取得综合改革成效。虽然国外有不少理论和经验可以借鉴,但是由于国情、民情不同,我们不能照搬照套,只能在实践中探索适合福建省供销合作社的改革之路；而国内学者对合作社如何建立内部利益机制和运行机制的研究比较薄弱,成果比较少。论文从研究新常态下福建省供销合作社综合改革面临机遇和挑战着手,探索实现综合改革成效的有效途径。论文利用合作经济、市场失灵、政府失灵等理论,通过查阅收集相关资料和实地调研,运用归纳与演绎相结合、定性分析与定量分析相结合、比较分析、案例分析等方法进行了深入研究。结果认为经济新常态下,福建省供销合作社依靠所具有为农服务的深厚基础和独特条件,在全面深化综合改革进程中将获得更多政策扶持、发展和作为空间,但是自身存在人才队伍素质不高等问题严重制约着综合改革的长期成效。通过综合改革的机遇与挑战分析,提出加快推进“人才兴社”为综合改革提供人才支撑、加快推进组织文化建设等七大方面改革举措,希望能够对福建省供销合作社全面深化综合改革有所帮助,使福建省供销合作社能够成为福建省为农服务的骨干力量。
[Abstract]:The comprehensive reform of supply and marketing cooperatives is the decision-making and deployment of the Party and the state under the new normal. It is also the internal demand of the development of supply and marketing cooperatives as well as the new requirements put forward by the Party and the state for the cause of supply and marketing cooperatives in the new period. The comprehensive reform of supply and marketing cooperatives is of great significance to further stimulate the vitality of rural economic and social development and is an important link in deepening the rural reform in an all-round way. Although Fujian Province supply and Marketing Co-operative has become an important force to serve agriculture in Fujian Province, due to its own problems in organizational system and talent team, it is restricted to achieve comprehensive reform results under the new normal. Although there are a lot of foreign theories and experiences to learn from, but due to the national conditions, people's conditions are different, we can not copy the license set, only in practice to explore the reform road suitable for Fujian Province supply and marketing cooperatives; However, the domestic scholars' research on how to establish the internal benefit mechanism and the operation mechanism of the cooperative is relatively weak, and the achievement is less. This paper starts with the opportunity and challenge of comprehensive reform of supply and marketing cooperatives in Fujian Province under the new normal, and explores the effective ways to realize the effect of comprehensive reform. Using the theories of cooperative economy, market failure, government failure and so on, through consulting and collecting relevant data and field investigation, the thesis combines induction and deduction, qualitative analysis and quantitative analysis, and makes a comparative analysis. Case analysis and other methods are studied in depth. The results show that under the new economic normal, Fujian Province's supply and marketing cooperatives will receive more policy support, development and space in the overall deepening of the comprehensive reform process, depending on their profound foundation and unique conditions for serving agriculture. However, the low quality of the talent team seriously restricts the long-term effect of the comprehensive reform. Through the analysis of the opportunities and challenges of the comprehensive reform, this paper puts forward seven major reform measures, such as accelerating the promotion of the "talent development society" to provide talent support for the comprehensive reform, and speeding up the construction of the organizational culture, and so on. It is hoped that it can help to deepen the comprehensive reform of Fujian supply and marketing cooperatives and make Fujian supply and marketing cooperatives become the backbone of Fujian Province's service for agriculture.
