张家港保税区转型发展研究

【摘要】：在我国工业化进程中,保税区得到前所未有的发展,它不仅对我国改革开放有着重要作用,同时在促进国际贸易和招商引资上也具有十分重大的意义。然而,随着自由贸易区的完善成熟,保税区依靠其单一的功能显得越来越后继乏力,同时也暴露出不少缺点。因此,许多开发区包括保税区在内开始思考如何转型。目前,由单一经济开发区向功能齐全的现代化产业新城转型是许多开发区转型的方向,张家港保税区也积极的在做这个方面的尝试。所以,对张家港保税区转型发展研究,为张家港保税区提供一条适合自身发展的转型策略意义重大。论文以新产业区理论、竞争力理论和增长极理论为理论支撑,在对张家港保税区发展现状及存在问题分析的基础上,采用SWOT分析方法对张家港保税区转型发展战略进行分析,同时借鉴国外和国内先进工业区转型成功的经验,明确张家港保税区转型发展目标、战略,并提出了具体对策及政策保障。研究的结果表明:(1)张家港保税区经过多年的努力,在区镇联动、产业升级、内外资并进、创新经济以及人才保障方面取得了巨大成就,但是功能政策的缺失、产业结构的滞后、要素瓶颈问题的无解以及管理体制的不顺阻碍着保税区的进一步发展,其成因主要有区位优势减弱、政策优势持续退化、产业结构的变化以及周边经济区域的追赶,这些同样也是促使保税区急需转型的必要条件。(2)通过对张家港保税区转型的SWOT分析:张家港保税区发展具有政策环境,地理位置和运输体系以及社会基础建设等等优势。但也存在法律法规的不健全及可操作性不高,企业类型单一且缺乏动力,资源严重缺乏等方面制约,面临全球经济化态势良好,保税港区"先试先行"以及跨国公司战略调整的发展机遇,同时也面临政策、自身运营等风险以及面临周边特殊经济区域的竞争威胁。张家港保税区未来转型发展的总体战略主要是向现代化产业新城转型。(3)国内外相关经济功能区转型的做法和经验,对张家港保税区转型有诸多启示,主要是实施分阶段发展模式、鼓励科技创新、加强人才引进,依靠政府的扶持、进行体制改革。论文最后完善张家港保税区转型发展的对策建议。明确张家港保税区向现代化产业新城转型的目标,确立包容增长、港区先导、产业创新、交通整合、多元联动、人才引导的战略,从明确战略定位、强化科技创新、实现循环经济、加速城乡一体新城建设方面制定对策,提出争取制度空间、完善法律法规、强化规划制定及约束、实施执法联动等保障措施。
[Abstract]:In the process of industrialization in China, the bonded area has been developed unprecedented. It not only plays an important role in the reform and opening-up of our country, but also plays a very important role in promoting international trade and attracting foreign investment. However, with the perfection and maturity of the free trade area, the free trade zone relies on its single function to become more and more weak, and at the same time, it also exposes a lot of shortcomings. As a result, many development zones, including bonded zones, began to think about how to transform. At present, the transformation from a single economic development zone to a fully functional modern industrial new city is the direction of many development zones. Zhangjiagang Free Trade Zone is also actively trying to do this. Therefore, it is of great significance to study the transformation and development of Zhangjiagang Free Trade Zone to provide a suitable transformation strategy for Zhangjiagang Free Trade Zone. Based on the theoretical support of new industrial zone theory, competitiveness theory and growth pole theory, based on the analysis of the current situation and existing problems of Zhangjiagang bonded zone, this paper analyzes the transforming development strategy of Zhangjiagang bonded zone by SWOT analysis method. At the same time, draw lessons from the successful experience of foreign and domestic advanced industrial zone transformation, clear Zhangjiagang bonded zone transformation development goal, strategy, and put forward concrete countermeasures and policy guarantee. The results show that: (1) Zhangjiagang Free Trade Zone has made great achievements in district-town linkage, industrial upgrading, domestic and foreign investment, innovation economy and talent guarantee after many years of efforts, but the lack of functional policy. The lag of the industrial structure, the lack of solution to the bottleneck of the factors and the irregularity of the management system hinder the further development of the bonded area. The main causes are the weakening of the location advantage and the continuous degradation of the policy advantage. The change of industrial structure and the catch-up of the surrounding economic areas are also the necessary conditions for the transformation of bonded zone. (2) through the SWOT analysis of the transformation of Zhangjiagang bonded zone: the development of Zhangjiagang bonded zone has a policy environment; Geographical location and transportation system as well as social infrastructure and other advantages. But the laws and regulations are not perfect and the maneuverability is not high, the enterprise type is single and lack of motive force, the resources are seriously lacking, and the situation of global economization is good. Bonded port area "try first" and multinational corporation strategy adjustment development opportunity, but also face the risk of policy, self-operation and the threat of competition in the surrounding special economic areas. The overall strategy of the future transformation and development of Zhangjiagang Free Trade Zone is mainly to transform to a modern industrial new city. (3) the practices and experiences of the transformation of relevant economic functional areas at home and abroad have many enlightenments on the transformation of Zhangjiagang bonded Zone. It is mainly to implement the phased development model, encourage scientific and technological innovation, strengthen the introduction of talents, rely on the support of the government, and carry out the system reform. Finally, the paper perfect Zhangjiagang free trade zone transformation and development countermeasures and suggestions. Make clear the goal of transforming Zhangjiagang Free Trade Zone into a modern industrial new city, establish the strategy of inclusive growth, Hong Kong leadership, industrial innovation, traffic integration, diversified linkage, talent guidance, and strengthen scientific and technological innovation from a clear strategic position. In order to realize circular economy, accelerate the construction of urban and rural new city, put forward the guarantee measures, such as striving for institutional space, perfecting laws and regulations, strengthening planning formulation and restriction, implementing law enforcement linkage and so on.
