马克思金融理论视域下中国银行（BOC）改革问题研究

【摘要】：中国银行是我国五大国有商业银行之一,其国际化和多元化程度位居我国银行业之首。伴随着我国金融体制改革的深化,我国经济发展进入新常态,银行是社会资金供求方和金融业的重要组成部分,在经济改革中起到重要的作用。然而国有大行的组织体系很难改变,因为国有银行发展的历史因素和国有产权的特殊性,我国国有银行的改革具有滞后性和难以创新性。以马克思金融理论为参考,深入研究国有商业银行的改革意义重大。本文主要包括五个部分,第一部分是对马克思金融理论的相关概念和基础理论的概述——金融与金融资本,货币资本、虚拟资本与虚拟经济,马克思货币金融理论,马克思虚拟资本理论,马克思金融资本理论,马克思金融危机理论;第二部分是中国银行的改革历程、改革目标——完善公司治理制度体系、提升服务实体经济的能力、实现组织架构的精简、防范金融危机的发生,以及主要内容——人力资源及内部组织架构改革、激励机制的改革、大力推进网点转型;第三部分是中国银行改革取得的成就——核心竞争力显著增强、服务实体经济的实力增强、防范风险能力增强;与面临的问题——公司治理结构僵化、业务创新缺乏动力、人才流失问题严重、风险管控体系仍不健全等内容的研究;第四部分提出马克思金融理论对中国银行改革的启示,包括加强对虚拟资本的管制和加强对金融危机的防控力度;第五部分提出了马克思金融理论指导下中国银行改革的措施,包括遵循金融运行规律对中国银行进行改革、推进特色业务发展、推行银行监管体系改革、加大人才管理改革力度等措施,对我国国有商业银行的改革提供了一定的借鉴。
[Abstract]:The Bank of China is one of the five largest state-owned commercial banks in China, and its internationalization and diversification level is the first in China's banking industry. With the deepening of China's financial system reform, China's economic development has entered a new normal. Bank is an important part of social capital supply and demand and financial industry, and plays an important role in economic reform. However, it is difficult to change the organizational system of state-owned banks. Because of the historical factors of the development of the state-owned banks and the particularity of the state-owned property rights, the reform of the state-owned banks in our country is lagging behind and difficult to innovate. It is of great significance to study the reform of state-owned commercial banks in depth. This paper mainly includes five parts. The first part is an overview of the related concepts and basic theories of Marx's financial theory-financial and financial capital, monetary capital. Fictitious capital and fictitious economy, Marx's monetary and financial theory, Marx's fictitious capital theory, Marx's financial capital theory, Marx's financial crisis theory; The second part is the reform course of the Bank of China, the goal of the reform-to improve the corporate governance system, enhance the ability to serve the real economy, to achieve the streamlining of the organizational structure, to prevent the occurrence of financial crisis. And the main content-human resources and internal organizational structure reform, incentive mechanism reform, vigorously promote network transformation; The third part is the achievement of China's banking reform-the core competitiveness has been significantly enhanced, the strength of the real economy has been strengthened, and the ability to guard against risks has been enhanced. The research on the problems such as the rigid corporate governance structure, the lack of motivation for business innovation, the serious brain drain problem, the imperfect risk control system and so on; Part 4th puts forward the enlightenment of Marxist financial theory to the reform of Chinese bank, including strengthening the control of fictitious capital and strengthening the prevention and control of financial crisis; The 5th part puts forward the measures of China's banking reform under the guidance of Marx's financial theory, including the reform of the bank of China in accordance with the rules of financial operation, the promotion of the development of characteristic business, and the reform of the banking supervision system. Measures such as strengthening the reform of talent management provide some reference for the reform of state-owned commercial banks in China.
