兰考普惠金融改革试验区建设的金融支持研究

【摘要】：普惠金融是阳光金融,旨在使全体社会成员尤其是处于社会底层的普通人和农民能够公平的享受到与其他个体相一致的金融服务。普惠金融改革试验区正是秉承这样的精神,意在将普惠的金融服务带给一般民众,并从中汲取经验和教训,将福利带给更多的人民。兰考是一个特别的地方,习近平总书记选择兰考作为自己第二批党的群众教育路线的活动联系点,正是看中了兰考曾经孕育了伟大的“焦裕禄精神”,地理和政治位置特殊,地处中原腹地,其改革发展工作具有极大的示范价值和特征性。习总书记要求兰考要运用好当前良好的条件,大胆实践,为县域改革提供先进经验和借鉴。当前,国家和河南赋予了兰考一些先行先试政策。但在金融改革领域,兰考需要国家赋予一些政策支持,形成经济改革、金融改革良性互动、相互支撑的良好局面。而普惠金融是近年来我国十分重视的国家宏观经济战略,将兰考作为全国第一个普惠金融改革试验区具有十分重要的政治意义和现实意义。因此本文以“兰考普惠金融改革试验区建设发展的金融支持研究”为题,研究金融支持兰考普惠金融改革试验区发展中存在的问题,并针对兰考自身的特点,研究金融支持的模式,并提出相应的政策建议。本文共分六七个部分,第一个部分为导论,阐明了选题背景和意义、国内外对金融支持普惠金融相关研究综述、研究的主要内容和研究方法等。第二部分是相关概念及理论阐述。第三部分阐述金融支持兰考普惠金融改革试验区的现状。第四部分描述了金融支持兰考普惠金融改革试验区建设中存在的问题。第五部分提出了有针对性的政策建议,提出了基于金融机构视角的金融支持模式。第六部分是结论与展望。本文进行了大量的文献和实地调查,获取了许多第一手的资料,并通过研究得出了结论,认为金融支持在兰考普惠金融改革试验区建设中有重要意义,虽然现阶段已经取得了一定的成绩,但仍存在许多问题,应该针对问题,从政府、一行三会和金融机构等角度出发,制定有效的金融支持模式来支持兰考金融改革试验区的建设。本文可能的创新点在于金融支持模式按照金融机构的区别进行分类研究,并落实到全国首个县域普惠金融改革试验区中。
[Abstract]:Inclusive finance is sunshine finance, which aims to enable all members of society, especially ordinary people and farmers at the bottom of society, to have equitable access to financial services consistent with those of other individuals. Intended to bring inclusive financial services to the general public and draw lessons from them, and to bring welfare to more people. Lankow is a special place, General Secretary Xi Jinping chose Lan Kao as the focal point for his second mass education line of the party. It was precisely because of the fact that Lankao had given birth to the great "Jiao Yulu spirit", with a special geographical and political position, and located in the hinterland of the Central Plains. The reform and development work is of great exemplary value and characteristics. General Secretary Xi calls on Lan Kao to make good use of the good conditions and practice boldly to provide advanced experience and lessons for county reform. At present, The state and Henan have given Lankao some first-test policies. But in the field of financial reform, Lankao needs some policy support from the state to form a positive interaction between economic reform and financial reform. Mutually supportive good situation. And inclusive finance is a national macroeconomic strategy that China has attached great importance to in recent years. It is of great political and practical significance to regard Lankow as the first experimental area of inclusive financial reform in China. Therefore, this paper focuses on the study of financial support for the construction and development of the experimental area of financial reform in Lankaupuhui. This paper studies the problems existing in the development of the financial support test area of Lankopuhui financial reform, and according to Lankao's own characteristics, studies the mode of financial support, and puts forward corresponding policy recommendations. This paper is divided into six parts and seven parts, the first part is the introduction. This paper expounds the background and significance of the topic, and summarizes the research on financial support inclusive finance at home and abroad. The main contents and research methods of the study. The second part is related concepts and theoretical exposition. The third part describes the current situation of the financial support Lankopu financial reform experimental area. 4th describes the financial support Lankopu ex gratia payment. The problems existing in the construction of the financial reform pilot area. Part 5th puts forward targeted policy recommendations. This paper puts forward the financial support model based on the perspective of financial institutions. 6th is the conclusion and prospect. This paper has carried out a large number of literature and field investigations, obtained a lot of first-hand information, and reached a conclusion through the research. It is believed that financial support is of great significance in the construction of the Lankopuhui financial reform pilot area. Although some achievements have been made at this stage, there are still many problems that should be addressed from the government. From the angles of the third Committee and the financial institutions, we should formulate an effective financial support model to support the construction of the Lankao financial reform pilot area. The possible innovation of this paper is that the financial support model is classified according to the differences between financial institutions. And the implementation of the country's first county inclusive financial reform pilot area.
