【摘要】：城市总体规划作为一项公共政策,在其运作体系中,实施评估工作的重要性日益彰显。当前,开展总体规划实施评估已是规划界共识,但由于其尚处起步阶段,各地还未完全建立完整的、规范化的总体规划实施评估机制。回顾了2010年以来我国总体规划实施评估的研究进展,包括评估内涵与意义、评估内容、评估方法、评估动态机制、评估视角,剖析总体规划实施评估的理论发展与实践探索现状。最后,从总体规划实施评估工作自身、总体规划编制方法和实施管理等方面对其发展方向进行展望,思考建立总体规划实施评估制度的可操作性方式,以期为更多城市开展总体规划实施评估工作提供参考。
[Abstract]:Urban master planning as a public policy, in its operational system, the importance of the implementation of evaluation work is increasingly obvious. At present, the implementation of the overall planning evaluation has been the consensus of the planning community, but because it is still in its infancy. A complete and standardized evaluation mechanism for the implementation of the master plan has not been fully established in various places. The research progress of the implementation evaluation of the master plan in China since 2010 has been reviewed, including the connotation and significance of the evaluation and the content of the evaluation. Evaluation method, evaluation dynamic mechanism, evaluation perspective, analysis of the overall planning implementation evaluation of the theoretical development and practical exploration of the status quo. Finally, from the overall planning implementation evaluation work itself. This paper looks forward to the development direction of the master plan from the aspects of general planning formulation method and implementation management, and thinks about the operational way of establishing the overall planning implementation evaluation system. In order to provide a reference for more cities to carry out the overall planning implementation evaluation.
