高校工程项目招投标风险管理研究

【摘要】：招标和投标是运用技术和经济的方法以及市场经济的竞争机制来进行采购的经济行为,它是商品经济高度发展的产物,是一种有组织的商品交易行为。长久的实践证明,招标投标法具有公平、公开、竞争、择优等优点,广泛应用于工程材料、工程施工、勘察设计、决策咨询、建设监理以及设备供应等各方面。招投标制度对我国建筑业的发展具有重大推动作用。然而,我国的招投标制度发展仍然存在问题,尤其是高校招投标工作,隐藏着很多潜在风险,对招投标工作中存在的风险进行研究,探索解决方法显得尤为重要。文章首先对本次研究的背景和意义作了说明；然后对招投标定义、招标方式、评标方法、招投标工作流程做了详细介绍；介绍了高校工程类招投标工作的特点,包括工程项目的特点、资金来源的特点、招标管理的特点、评审专家的特点、监督管理的特点以及注重反腐与投资效益；结合风险管理理论,通过风险识别的方法归纳了高校招投标工作中存在的风险,将所有潜在的风险进行了分类：包括管理体制风险、技术风险、组织实施风险、廉政风险、环境风险这五类风险；通过风险测度的方法将其按重要性进行排位、利用有效的风险控制降低各种风险发生的概率并抑制风险带来的损失。结合具体案例,对实施效果进行评价,充分说明了将风险管理引入到高校招投标工作中是切实可行的。由于高校工程具有工期要求严、安全要求高、与教学同步进行等特殊性,高校工程招投标一直是备受社会关注的领域,而产生于招投标体制、招标需求、招投标操作以及廉政方面的风险也层出不穷。因此,深入分析招标过程中可能出现的风险及其产生原因,提出风险控制策略,减轻风险造成的损失甚至从根本上避免风险就显得尤为重要。
[Abstract]:Bidding and bidding is the economic behavior of purchasing by means of technology and economy, as well as the competitive mechanism of market economy. It is the product of the high development of commodity economy. It is a kind of organized commodity trading behavior. Long time practice has proved that the bidding law has the advantages of fairness, openness, competition, selection of excellence and so on. It is widely used in engineering materials, engineering construction, survey and design, decision-making consultation. Construction supervision and equipment supply and other aspects. Bidding system plays an important role in the development of construction industry in China. However, there are still problems in the development of bidding system in China, especially in colleges and universities. There are a lot of potential risks hidden, so it is very important to study the risks in bidding work, and to explore the solutions. Firstly, the paper explains the background and significance of this study. Then the definition of bidding, bidding methods, bid evaluation methods, bidding workflow has been introduced in detail; This paper introduces the characteristics of engineering bidding in colleges and universities, including the characteristics of engineering projects, the source of funds, the characteristics of bidding management, the characteristics of evaluation experts, the characteristics of supervision and management, and the emphasis on anti-corruption and investment efficiency. Combined with the theory of risk management, this paper sums up the risks in the bidding work of colleges and universities through the method of risk identification, classifies all the potential risks, including the risk of management system, the risk of technology, the risk of organization and implementation. Clean government risk, environmental risk these five kinds of risks; Through the method of risk measurement, it is ranked according to its importance, and the effective risk control is used to reduce the probability of the occurrence of various risks and to suppress the losses caused by the risks. Combined with specific cases, the implementation effect is evaluated. It fully explains that it is feasible to introduce risk management into the bidding work of colleges and universities. Because of the particularity of university project with strict time limit, high security requirement and synchronous with teaching, etc. College engineering bidding has always been a field of concern to the community, but arising from the bidding system, bidding requirements, bidding operations and clean government risks also emerge in endlessly. It is very important to analyze the possible risks and their causes in the process of bidding and put forward the risk control strategy to reduce the loss caused by risk and even to avoid the risk fundamentally.
