【摘要】：城市总体规划作为城市建设发展的纲领性文件,在我国城乡规划体系中发挥着决定性作用;规划实施评估是对规划质量的综合检测,是城市规划工作体系必不可少的重要环节。国家新型城镇化发展规划的颁布,确立了城市发展的新思路、新方式与新路径,推进了城市由外延式扩张向内涵式增长发展转变的进程,即城市发展转型的过程;同时我国城镇化还处于快速稳定的发展阶段,城市经济、社会和生态环境正在发生着深刻变化。在此背景下,城市总体规划面临着城镇化持续发展和城市转型的双重挑战,总体规划发展目标面临着考验,规划的实效性、可操作性和可持续性能否与时俱进值得反省检讨,适时的开展总体规划实施评估工作不可或缺。文章在这一特定环境下展开对城市总体规划实施评估探究,是城市科学发展研究中的一次尝试与探索。本文从城市转型、城市规划实施评估等核心概念阐释着手,分析了资源型城市转型发展规律和城市规划实施评估的主要目的,归纳总结了典型资源型城市转型的机制与路径、城市规划实施评估的内容与方法,在此基础上探讨了城市转型发展与总体规划的内在联系。接着对铜川城市发展现状、现行总体规划进行了解读,得出铜川城市资源产业主导经济、资源衰退不可持续、空间发展受限的典型特征与主要问题。进而选择以城市规划的公共利益为评估价值观,以规划实施效果、实施过程、规划的可持续性为评估维度,以总体规划强制性内容、城市转型与可持续发展和规划的社会满意度为评估重点展开指标设计,并运用隶属度判断、相关性分析、效度与信度检测进行指标筛选,构建一套资源型城市总体规划实施评估指标体系。最后对《铜川城市总体规划(2005-2020)》展开实践检测,判定了城市总体规划整体实施状况良好、实施结果影响因素多元的主要结论,进一步探讨了铜川城市转型发展的基本路径,提出了城市对外融入区域——对接西安大都市圈、对内优化功能——推进城市全面转型的发展建议,并结合城市总体规划修编予以细化。
[Abstract]:As a programmatic document of urban construction and development, urban master planning plays a decisive role in China's urban and rural planning system. The promulgation of the national new urbanization development plan has established new ideas, new ways and new paths for urban development. It has promoted the process of city development from extension expansion to implicit growth and development, that is, the process of urban development transformation. At the same time, China's urbanization is still in a rapid and stable stage of development, urban economy, The social and ecological environment are undergoing profound changes. Under this background, the urban master planning is facing the dual challenges of the sustainable development of urbanization and the urban transformation, and the development goal of the overall planning is facing the test and the effectiveness of the planning. Whether the maneuverability and sustainability can keep pace with the times is worth introspection and review, and it is indispensable to carry out the evaluation of the implementation of the master plan in good time. It is an attempt and exploration in the study of urban scientific development. This paper begins with the core concepts of urban transformation, urban planning implementation evaluation, and analyzes the law of the transformation and development of resource-based cities and the main purpose of urban planning implementation evaluation. This paper summarizes the mechanism and path of the transformation of typical resource-based cities, the contents and methods of urban planning implementation evaluation, and discusses the internal relationship between the urban transformation development and the overall planning on the basis of this, and then discusses the current situation of Tongchuan city development. Based on the analysis of the current master plan, the typical characteristics and main problems of Tongchuan city resources industry leading economy, the resource recession being unsustainable, and the space development limitation are obtained, and then the public interests of the urban planning are chosen as the evaluation values. The evaluation focuses on planning implementation effect, implementation process, planning sustainability, mandatory content of overall planning, urban transformation and sustainable development and social satisfaction of planning. Correlation analysis, validity and reliability test were carried out to screen the indicators, and a set of evaluation index system for the implementation of resource-based urban master planning was constructed. Finally, practical tests were carried out on Tongchuan City Master Plan 2005-2020 >. This paper determines the main conclusions that the overall implementation of the urban master plan is good and that the factors influencing the implementation result are multiple, and further discusses the basic path of the transformation and development of Tongchuan city, and puts forward the integration of the city into the regional-docking Xi'an Metropolitan area. Internal optimization function-to promote the overall transformation of the city development proposals, and combined with the overall urban planning revision to be refined.
