西安大都市生态绿地中乡村转型的规划策略研究

【摘要】：在2005年举办的十六届五中全会上,党中央重点提出了建设社会主义新农村的重大历史任务。“三农”问题,即“农村、农业、农民”问题一直是困扰中国区域经济、文化快速发展的桎梏,[1]形成了城乡之间经济发展、文化水平的较大差异。进入二十一世纪的第二个十年,我国处在城市化加速发展阶段,区域间的竞争日趋加剧,城乡差距日益加大,城乡矛盾也日渐突出。与此同时,农业和农村经济进入了前所未有的困难期,主要表现在农业的经济效益不高,农民增收困难,[2]大量农村人口流向城市,农村的发展逐渐衰微。为此,乡村转型就成为了必然选择。农业与旅游业、服务业等为主的第三产业相结合,而形成了一种全新的农业产业模式,它具有很高的农业产业关联性,同时还具有不可预估的市场前景,优良的发展模式效益,和多种多样的产业模式。为乡村转型提供了一个新的切入视角及可行方法。2006年,中国乡村旅游年成为了我国的旅游主题,使得农业与旅游业、服务业等第三产业的发展结合,为乡村转型提供了一个新的发展机遇,并参与到全国的国民经济发展的大前景中。西安大都市生态绿地中的乡村具有丰富的历史文化和土地资源,但目前的乡村转型存在着无序盲目开发、产品类型单一、产品层次较低、配套设施缺乏、从业人员素质不高等突出问题,2主要的发展模式仍以农家乐形式为主,停留在“吃农家饭、住农家屋”的简单层次上,远远满足不了都市人口的休闲旅游发展需求,使的我市乡村转型发展缓慢。论文通过对西安大都市生态绿地中乡村发展的现状与问题研究、国内外乡村转型发展的优秀经验梳理等,从城乡一体化、产业一体化、乡土文化展示等方面提出了西安大都市生态绿地中乡村转型的适宜规划对策及乡村发展的模式原理。
[Abstract]:At the Fifth Plenary session of the 16 Central Committee held in 2005, the CPC Central Committee put forward the important historical task of building a new socialist countryside. The shackles of the rapid development of culture, [1] have formed a great difference in economic development and cultural level between urban and rural areas. In the second decade of 21th century, China is in the stage of accelerating urbanization, and the competition among regions is becoming more and more serious. The gap between urban and rural areas is widening day by day, and the contradiction between urban and rural areas is becoming increasingly prominent. At the same time, agriculture and rural economy have entered an unprecedented difficult period, mainly manifested in the low economic benefits of agriculture and the difficulty of increasing farmers' income. [2] A large number of rural people flow to cities. The development of rural areas has gradually declined. For this reason, rural transformation has become an inevitable choice. Agriculture is combined with the tertiary industries, such as tourism and service industries, and a new agricultural industrial model has been formed. It has a high relevance of agricultural industry, at the same time has unpredictable market prospects, excellent development model benefits, and a variety of industrial models. It provides a new perspective and feasible method for rural transformation. 2006, The year of China's rural tourism has become the theme of tourism in our country, which makes agriculture combine with the development of the tertiary industry, such as tourism and service industries, and provides a new development opportunity for the transformation of rural areas. The villages in the ecological green space of Xi'an metropolis are rich in history, culture and land resources, but there is disorder blind development and single product type in the current rural transformation. Low product level, lack of supporting facilities, low quality of employees and other outstanding problems. The main development model is still in the form of farmhouse music, staying at the simple level of "eating farmers' rice and living in farm houses." It is far from satisfying the leisure tourism development demand of urban population, which makes the rural transformation of our city slow. This paper studies the present situation and problems of rural development in Xi'an metropolitan ecological green space. From the aspects of urban-rural integration, industrial integration, local culture display and so on, this paper puts forward the appropriate planning countermeasures and the mode principle of rural development in the ecological green space of Xi'an metropolis.
