【摘要】：随着高等教育大众化带来的高校大规模发展,高等院校为了确保教学等活动的正常开展,相关的基础建设逐渐被提上日程,新的教学楼、实验楼、图书馆、体育馆拔地而起,一般高校每年基本项目建设费用的支出达到了几十亿元。但是,在高校在基建建设项目繁荣的表象下,也面临着资金投资短缺等约束性因素的影响,并且在实际施工过程中也经常出现“工程决算远高于预算,预算远高于概算,概算远高于估算”的情况。原始的高校基建管理重技术轻管理,重结果轻过程的弊病必须加以改进,必须引进科学的基建工程管理技术,根据高校建设工程自身的特点,从工程管理和企业项目工程造价管理中吸取先进的管理技术来提高高校基建项目的工程造价管理水平。加强高校基建项目的工程造价管理是当前高校发展建设的一项重要内容。所以,怎样在项目实施过程中对工程造价进行有效管控,使建设项目所需要耗费的成本下降、增加投资的收益,怎样提升项目资金的利用率,降低施工过程中存在的浪费现象,减少项目运营所需要的资金,成为高等院校需要高度关注的内容。因此,分析和研究高等院校工程造价管理具有十分重要的意义。本文主要从下面这些方面进行分析和研究：第一,研究和分析国内外有关工程造价的问题,对于相应的研究方法和研究措施进行学习和借鉴,并且比较其相关的内容。第二,研究有关工程造价管理在目前的实际情况,并且简要介绍相关的概念和内容。第三,结合潍坊科技学院9号学生公寓楼为工程案例,在明确项目背景及造价控制原则的基础上,对当前工程造价管理存在的现状进行深入分析和讨论。第四,借助于山东潍坊科技学院这个案例,对在项目具体实施过程中应该如何开展工程造价控制的相关内容进行实证分析,从而更加规范科学的获得研究成果,讨论如何对该工程进行造价管理。第五,针对潍坊科技学院某学生公寓建设工程项目现状及存在的问题,并结合其全阶段造价管理分析,建立健全了各阶段的造价控制方法和体系。
