杭州市工业发展单元规划管理创新研究

【摘要】:本研究是为了探索解决在工业用地规划管理工作中碰到的现实矛盾和难题。杭州正处在产业转型、城市转型的关键时期,产业转型与空间利用上面临诸多问题,如企业变迁后工业空间无序利用、工业转型的发展空间受限、工业转型发展的配套服务不健全等问题制约着实体经济健康有序的发展。特别是在以创新发展为主线的工业区块更新提升过程中,新的产业发展需求对工业功能区块管理方式创新改革的诉求越来越强烈。在此背景下,本次研究的目的是:结合国内外经验启示和本地实施条件分析,针对工业发展需求和特点,从规划编制、规则制定、审批管理以及后期监管等方面提出策略和实施建议。本研究将有助于通过进一步提高规划管理水平,促进对工业用地利用的合理有序,土地利用效益的提高,服务工业转型升级。本研究通过理论研究与实践研究相结合、经验借鉴和比较研究、调查研究等方法对杭州工业用地规划管理进行了研究。研究的主要内容是在杭州主要工业园区用地利用现状、企业发展需求等调查和分析的基础上,总结产业和空间发展中出现的新问题,探究产业转型升级的必然趋势、企业发展对空间布局产生需求等必然性规律。同时对现行规划、管理方式和相关政策进行评估,分析存在的问题。结合国内外相关发展理论及经验进行借鉴,深入研究其历史背景、具体措施和实施成效,吸取先进经验。结合经验启示和本地实施条件分析,得出研究结论:建立管理创新区域的规划编制和实施管理体系,从规划编制、审批管理以及后期监管等方面提出工业用地管理策略和实施措施。探索设立发展单元,以规模适宜、有利于产城融合、便于精细化规划和管理的工业发展单元为基础,建立相应的管理机制,实现全市产业空间系统化管理。在规划编制上改变工业用地使用功能和建设指标的僵化管理,推行适应市场变化的动态管理;对地块的具体建设指标实行弹性控制,供企业根据发展变化灵活选择。在发展单元内分类分级配套生产性和生活性服务设施,解决传统工业用地服务配套欠缺的问题。实施管理上研究细化规划编制、简化项目审批、强化后期监管等提高管理效率,降低行政成本。
[Abstract]:This study is to explore solutions in the industrial land use planning contradictions and problems encountered in the management.
