欠发达城市新区发展路径研究

【摘要】：在经历了一段时间的快速城镇化后,我国大部分城市对于城市空间的扩张有巨大的需求,有计划地推进新城新区建设,对于推进城市转型、完善城市结构、提升城市影响力、加快城市进步等方面都有着积极的促进作用,但对于新城新区建设,我们应客观地进行看待,目前我国有些城市也由于“新城新区热”,出现了“鬼城”“空城”等新的新城新区不理性现象的出现。我国的新区从早期经济特区的划定与开发,经历了开发区、保税区、高新区等城市功能区的建设,发展至今出现了国家级的新区,新区建设借鉴了国外新城建设的经验,但对新区的研究主要集中于大城市,经济欠发达城市对资源的吸引力相对较弱,城市经济发展水平相对落后,并且新区的建设与城市发展状况有着巨大的联系,在城市区位、发展动力、城市功能等方面与发达城市存在较大差异的情况下,欠发达城市新区建设应充分考虑其自身特征,走适合自身的发展之路。新区与老城构成了城市的主体,作为城市重要的组成部分,无论是处在发达城市还是欠发达城市,在开发建设过程中必然存在一定的规律性,同时作为不同地区的不同城市,新区的开发和建设又必然存在一定的差异性。本文选取了辽宁朝阳、河南南阳和广西桂林三个经济欠发达的城市新区作为案例,首先对国外新城、国内新区的建设进行梳理,总结新区的发展趋势,作为基础为欠发达城市新区建设提供参考,其次对案例城市新区建设的必要性、建设思路、建设效果进行归纳总结,并通过对比寻找影响新区建设的主要问题,并提出新区相关的建议,最后综合整个分析,总结欠发达城市的发展特征、新区建设动因,提出新区发展路径,力图为相似地区的新城建设提供参考。
[Abstract]:After a period of rapid urbanization, most cities in our country have a huge demand for the expansion of urban space, plan to promote the construction of new urban areas, to promote the urban transformation, improve the urban structure, enhance the influence of cities. The acceleration of urban progress has played a positive role in promoting the construction of new urban areas, but we should treat them objectively. At present, some cities in our country are also experiencing irrational phenomena of "ghost city" and "empty city" due to the "new town and new district fever". The new area of our country has experienced the development zone and free trade zone from the delineation and development of the early special economic zones. The construction of urban functional zones, such as high-tech zones, has so far developed into national-level new zones. The construction of new zones has drawn lessons from the experience of foreign new city construction, but the research on new zones is mainly focused on large cities. Less developed cities have relatively weak attraction to resources, and the level of urban economic development is relatively backward. Moreover, the construction of new districts is closely related to the situation of urban development. If there is a great difference between the urban function and the developed city, the construction of the new district in the less developed city should take its own characteristics into full consideration and take the road suitable for its own development. The new district and the old city constitute the main body of the city, and the new area and the old city constitute the main body of the city. As an important part of a city, whether in a developed city or in a less developed city, there must be some regularity in the process of development and construction, and at the same time, as a different city in different regions, There must be some differences in the development and construction of the new district. This paper selects three undeveloped urban new areas, namely Chaoyang, Nanyang and Guilin, as a case study, firstly combing the construction of the new towns abroad and the new areas in China. Summarize the development trend of the new area, as the basis for the construction of the new area of less developed cities to provide a reference, followed by the case of the necessity of the construction of new urban areas, construction ideas, construction results summarized, By comparing and finding the main problems affecting the construction of the new area, and putting forward the relevant suggestions of the new area, finally synthesizing the whole analysis, summing up the development characteristics of the underdeveloped city, the motivation of the construction of the new area, and putting forward the development path of the new area. Try to provide reference for the construction of the new city in the similar area.
