建筑施工企业诚信评价体系研究

【摘要】：随着我国市场经济的快速发展,建筑行业一直突出的诚信问题显得愈发严重,建筑市场中各方主体的不诚信行为已经成为制约建筑市场健康发展的重要因素。为了解决这个问题,住建部和全国各地政府都在大力推进建筑业诚信评价体系的建设,但是从目前的状况来看,建筑业诚信评价体系的建设还能有很大的发展空间。而建筑施工企业作为建筑行业中一个非常特殊的角色,建设建筑施工企业诚信评价体系是建设建筑业诚信评价体系的重要前提和基础,所以本文对建筑施工企业的诚信评价体系的构建和实施做了初步的研究。本文首先介绍了研究背景和研究目的以及国内外研究现状,接着讨论了本文的研究内容与框架。紧接着阐述了建筑施工企业诚信评价体系的相关理论,然后在这些理论的基础上,本文选取了全国住建部和三个有代表性的城市:广州、重庆、深圳,通过将它们现有的建筑施工企业的诚信评价体系的建设现状进行分析和对比,总结出建筑施工企业诚信评价体系现有的问题。最后本文构建了建筑施工企业的诚信评价体系,并给出了建筑施工企业在诚信评价体系实施中的具体环节。本文建立了建筑施工企业的诚信评价体系包括诚信评价指标体系的构建和建立了基于层次分析法和计分法的诚信评价模型以及对诚信信息监管平台的设计,提出了具体的评价指标和评价方法,并给诚信评价体系建设实施中的具体环节,具有较强的实用性和可操作性,希望能给建设行政主管部门提供一定的参考。
[Abstract]:With the rapid development of market economy in our country, the problem of honesty and credit that has been prominent in the construction industry has become more and more serious. The dishonesty behavior of all parties in the construction market has become an important factor restricting the healthy development of the construction market. In order to solve this problem, the Ministry of Housing and Construction and the governments throughout the country are vigorously promoting the construction of the construction industry integrity evaluation system. However, judging from the current situation, the construction of the integrity evaluation system of the construction industry can still have a lot of room for development. And construction enterprises as a very special role in the construction industry, The construction construction enterprise credit appraisal system is the important premise and the foundation of the construction industry credit appraisal system. Therefore, this paper makes a preliminary study on the construction and implementation of the integrity evaluation system of construction enterprises. Firstly, this paper introduces the research background and research purpose, as well as the current research situation at home and abroad. Then it discusses the research content and framework of this paper. Then it expounds the relevant theories of the credit evaluation system of construction enterprises, and then on the basis of these theories, this paper selects the national housing ministry and three representative cities: Guangzhou. Chongqing, Shenzhen, by analyzing and comparing the construction status quo of their existing construction enterprises' credit evaluation system, This paper summarizes the existing problems in the credit evaluation system of construction enterprises. Finally, this paper constructs the credit evaluation system of construction enterprises. In this paper, the integrity evaluation system of construction enterprises is established, including the construction of credit evaluation index system and the establishment of AHP and calculation. The credit evaluation model of the method and the design of the integrity information supervision platform, The concrete evaluation index and evaluation method are put forward, and the concrete links in the construction and implementation of the credit evaluation system are put forward, which have strong practicability and maneuverability. It is hoped that it can provide some references to the administrative departments in charge of construction.
