总承包模式下化工行业项目设计管理及应用研究

【摘要】:EPC总承包模式因其在设计、采购、施工一体化上的优势(缩短项目周期、降低项目投资等),在国内工程建设领域逐渐被业主采用。设计工作在工程项目中处于核心地位,决定着项目的投资、工期与质量,因此设计管理是EPC总承包项目管理的关键。化工行业工程项目,因其产品千差万别,项目重复性小,可积累经验少;同时多涉及有毒有害介质,因此对其设计质量也提出了更高要求;总之,化工行业项目一般投资较大、工期长、专业性强,所以设计管理工作更是至关重要。本文基于国内外设计管理的研究现状,从总承包商的角度,将价值工程、并行工程、PDCA循环等管理学理论应用到设计管理之中,理论联系实际提高EPC总承包项目的设计水平和能力。文中提出一种混合型设计组织结构,较为灵活地调整设计人员项目集中的比例,解决总承包商人力资源成本问题。本文提出打破设计专业、采购专业、施工专业、开车专业以及业主之间的界限,将采购、施工、运营纳入设计工作之中,实现各项工作的合理交叉。在此基础之上,本文将价值工程应用到设计管理之中,合理配置项目中的资源,为建设项目提供增值服务;同时本文将并行工程应用到设计管理之中,在项目的设计中充分考虑化工项目施工阶段的可施工性与运营阶段的可操作性,实现设计、采购、施工和运营的一体化;此外本文建立了以PDCA循环理论为基础的多层次设计评审模型,不同专业背景的工程人员参加到设计工作之中,不仅能保证项目的设计质量,也能通过评审工作中的技术交流培养EPC项目所需的复合型人才。最后本文通过一个案例阐述了上述理论在项目设计管理中的实际运用。综上,本文通过设计管理的研究,希望改变EPC总承包商与业主在利益博弈中的对立位置,实现设计、采购、施工和运营的深度交叉,提高设计工作质量,为EPC项目设计管理工作提供一些帮助。
[Abstract]:Because of its advantages in design, procurement and construction integration (shortening project cycle, reducing project investment, etc.), EPC general contracting mode has gradually been adopted by owners in the field of domestic engineering construction. Design work is at the core of engineering projects. Therefore, design management is the key of EPC general contract project management. At the same time, most of them involve toxic and harmful media, so higher requirements are put forward for their design quality. In short, chemical industry projects generally have a large investment, a long construction period and a strong professionalism. Therefore, the design management work is more important. Based on the research status of design management at home and abroad, this paper applies the management theories such as value engineering, concurrent engineering and PDCA cycle to design management from the point of view of general contractor. Combining theory with practice, the design level and ability of EPC general contracting project are improved. In this paper, a mixed design organization structure is proposed, which can flexibly adjust the proportion of project concentration of designers. This paper proposes to break the boundary between design, procurement, construction, driving and owner, and to incorporate procurement, construction and operation into the design work. On the basis of this, this paper applies value engineering to design management, reasonably allocates the resources in the project, and provides value-added service for the construction project. At the same time, the concurrent engineering is applied to the design management. In the design of the project, the constructability of the construction phase and the operability of the operation stage are fully considered, and the integration of design, procurement, construction and operation is realized. In addition, a multi-level design evaluation model based on PDCA cycle theory is established, in which engineers from different professional backgrounds participate in the design work, which can not only guarantee the design quality of the project. Finally, this paper expounds the practical application of the above theory in project design management through a case study. It is hoped that the opposing position of the general contractor and the owner of EPC in the benefit game can be changed, the depth of design, procurement, construction and operation can be realized, the quality of design work can be improved, and some help will be provided for the design management of EPC project.
