【摘要】：在国内、国际石化工程建设市场蓬勃发展的今天,中国石化工程施工企业、工程管理企业已经具有相当丰富的工程施工及工程总包管理经验。在成本控制方面,经过笔者毕业后多年从事工程费用预算、成本控制、合同管理的经验来看,大部分国内工程管理承包商及施工单位依然沿用传统的孤立、片面的成本控制模式进行以施工成本预算为核心的工程成本控制和控制,缺乏全要素的系统考虑,对外资EPCM工程管理公司带来的成本控制理念重视不足,没有积极探索应用跨国大型工程管理企业带来的先进成本控制理论和经验,结果是国内EPCM公司的成本控制模式基本千篇一律的停留在“挣值法“研究的理论模型上对工程成本进行管理和评估,在工程管理尤其在大型EPCM石化工程竞争领域,严重缺乏活力,在与外资EPCM工程管理公司竞标阶段经常处于劣势。在研究大量国内外石化工程成本控制及合同管理理论和案例数据总结基础上,依据笔者在大型外资EPCM工程管理公司的成本控制工作经验,深入挖掘、对比国内EPCM企业现阶段工程成本控制的缺陷,重点通过对组织环境、任务多样性这两个EPCM承包商成本控制过程面临的最显著也最难以取得平衡的变量进行成本控制影响因素的分析,运用扎根研究方法尝试构建“动态成本控制系统”以及“关键路径下的成本预警系统”。并提出了针对EPCM模式石油化工工程建设项目工程成本控制的评价体系,选择前述某跨国外资EPCM管理公司为例对该企业石化工程EPCM成本控制的绩效进行分析和评价。
[Abstract]:At home, the international petrochemical engineering construction market is booming today, Chinese petrochemical engineering construction enterprises, engineering management enterprises have a wealth of engineering construction and engineering general contract management experience. In terms of cost control, After many years of experience in project cost budget, cost control, and contract management, the majority of domestic project management contractors and construction units still use the traditional isolation. The one-sided cost control mode takes the construction cost budget as the core project cost control and control, lacks the systematic consideration of all elements, and pays less attention to the cost control idea brought by the foreign EPCM project management company. Without actively exploring and applying the advanced cost control theory and experience brought by multinational large engineering management enterprises, The result is that the cost control mode of EPCM Company in China basically stays on the theoretical model of "earned value method" to manage and evaluate the project cost, especially in the field of large-scale EPCM petrochemical engineering competition. In the stage of bidding with foreign EPCM project management company, it is often at a disadvantage. On the basis of studying a large number of domestic and foreign petrochemical engineering cost control and contract management theory and case data summary, Based on the experience of cost control in large-scale foreign-funded EPCM project management company, the author deeply excavates and compares the defects of current project cost control in domestic EPCM enterprises, and focuses on the organizational environment. Task diversity, which is the most significant and most difficult to achieve balance in the cost control process of EPCM contractors, is analyzed to analyze the influencing factors of cost control. This paper attempts to construct "dynamic cost control system" and "cost early warning system under critical path" by using the method of rooted research. An evaluation system for cost control of petrochemical construction project based on EPCM mode is put forward. The performance of EPCM cost control in petrochemical engineering is analyzed and evaluated by taking the EPCM management company as an example.
