杭州市拱宸桥桥西历史街区更新改造研究

【摘要】：目前我国的城市经历着迅速持久深刻的发展。城市发展分为两大方面：城市化和城市现代化,前者是量的扩张和规模的扩大,后者是质的提高和功能的完善优化。当前大都市区的城市化模式由增量扩张向存量挖潜转变,即对早已实现城市化的区域进行功能完善和整合。为了追求实现城市的现代化,政府往往借助于大规模的城市更新,而以浓郁历史文化氛围见长的街区构成城市魅力与活力的重要部分。这些街区的形象面貌和功能特征与所在城市息息相关。本文以杭州市拱宸桥桥西历史街区为研究对象,试图提出符合我国当前国情的历史街区更新改造观点。论文介绍了国外历史文化遗产保护情况及中国历史文化遗产保护的历程,简要阐述历史文化街区的四种土地再开发模式,并回顾分析了当前我国历史街区开发中比较著名的菊儿胡同和“田子坊”案例。论文以杭州市拱宸桥桥西历史街区为实例,介绍了桥西历史街区在京杭大运河申遗大背景下的更新改造工程以及由此带来的街区环境巨大变化,并用数据说明该工程对周边地块土地价值的巨大提升。总结了桥西历史街区改造后存在的种种问题并分析其原因,提出对今后同类工程进行完善改进的具体思路和操作方法。探讨新世纪城市更新过程中历史街区保护与利用的内容、公共理念和政策。阐述建立公众参与城市规划制度的必要性,关注历史保护街区的业态提升和可持续性发展问题,以便为今后的实践工作提供依据。
[Abstract]:At present, the cities of our country have experienced rapid and lasting development. The urban development is divided into two aspects: urbanization and urban modernization, the former is the expansion of quantity and the expansion of scale. The latter is the improvement of quality and the optimization of function. At present, the urbanization mode of metropolitan area is transformed from incremental expansion to storage capacity, that is, to perfect and integrate the function of the region that has already realized urbanization, in order to realize the modernization of the city. Governments often resort to large-scale urban renewal, The blocks with strong historical and cultural atmosphere constitute an important part of the charm and vitality of the city. The image and functional features of these blocks are closely related to the city. This paper attempts to put forward the viewpoint of renewal and transformation of historical blocks in line with the current situation of our country. This paper introduces the situation of protection of historical and cultural heritage abroad and the course of protection of Chinese historical and cultural heritage, and briefly expounds the four land redevelopment modes of historical and cultural blocks. This paper also reviews and analyzes the famous cases of Juerhutong and "Tian Zifang" in the development of historical blocks in our country. The paper takes the west historical block of Gongchen Bridge in Hangzhou as an example. This paper introduces the renovation and renovation project of Qiaoxi historical block under the background of the Grand Canal of Beijing and Hangzhou, and the great changes in the environment of the block brought about therefrom. The data show that the project has greatly improved the value of the surrounding land. The problems existing after the reconstruction of the historic block in Qiaoxi are summarized and the reasons are analyzed. The concrete ideas and operation methods of improving the similar projects in the future are put forward, and the contents of the protection and utilization of historic blocks in the process of urban renewal in the new century are discussed. This paper expounds the necessity of establishing public participation in urban planning system and pays close attention to the promotion of historical protection district and sustainable development so as to provide the basis for future practice.
