基于科学管理原理的项目施工成本控制研究

【摘要】：工程项目施工成本管理是在按施工合同要求完成工作任务的前提下,对施工过程中发生的各项费用,采取一定的措施降低成本费用,达到或超额完成规定的成本费用目标的一种管理活动。项目施工成本的管理贯穿于工程项目建设施工全过程。目前,施工企业习惯于用传统方式即凭以往项目施工成本管理经验的方式进行现在的项目施工成本控制,缺少对项目施工成本控制方法的改进或创新。在管理方法上面存在一些问题,即没有或者不重视管理人员和工人的思想管理、劳动操作管理、劳动定额管理以及标准化管理等。论文通过分析研究施工企业现阶段的项目施工成本控制现实情况,将泰勒科学管理原理的相关管理方法和存储论中的最优批量采购模型应用于项目施工成本管理控制之中,对现有项目施工成本管理进行创新改进,形成本文所述的施工成本控制方法。结合官地水电站官地永久交通大桥和津秦铁路客运专线二标段等两个工程项目施工成本管理控制的实际成效予以实证。论文所述的施工成本管理方法,是以施工成本预测计划为前提,施工成本控制为核心,将泰勒科学管理原理的相关管理方法和存储论中的EOQ模型结合,且特别强调转变与劳动者的对立思想,设置精简高效的组织机构,制定合理的考核激励制度,挖掘物资成本管理潜在的效益,管理深入一线劳动者,制定科学操作定额和标准化的操作方法等方面。将施工成本控制的责任分解至组织机构的每个管理者和劳动操作者,从而建立起全面的项目施工成本管理方法。论文以工程项目施工成本控制为研究对象,主要研究项目施工成本控制中各个阶段的管理组织、管理体制、管理方法等方面,特别讨论了管理人员和施工人员的思想管理控制,施工人员的标准化操作方法管理控制以及施工成本管理控制的关键环节——物资材料的管理。论文研究的最终目的是提高工作效率,降低施工成本,为项目创造更多利润。通过在两个项目施工成本管理中的实际应用,证实了论文所研究的项目施工成本控制方法使项目管理经营绩效得到显著改善,能够有效降低施工成本,为项目创造更多利润。
[Abstract]:The construction cost management of the engineering project is to take certain measures to reduce the cost under the premise of completing the work task according to the requirements of the construction contract.A management activity that meets or exceeds a specified cost and expense target.The management of project construction cost runs through the whole process of project construction.At present, construction enterprises are used to control the current project construction cost by the traditional way, that is, by the past project construction cost management experience, and lack of improvement or innovation of the project construction cost control method.There are some problems in the management methods, that is, there is no or no attention to the ideological management of managers and workers, labor operation management, labor quota management and standardized management.By analyzing and studying the actual situation of project construction cost control in construction enterprise at present, the paper applies Taylor's scientific management principle and optimal batch purchase model in project construction cost management control to the project construction cost management control, and applies the relevant management method of Taylor's scientific management principle and the optimal batch purchase model in storage theory to the project construction cost management control.This paper innovates and improves the construction cost management of the existing projects and forms the construction cost control method described in this paper.Combined with the Guandi permanent Traffic Bridge of Guandi Hydropower Station and the second section of Jinqin Railway passenger dedicated Line, the actual results of construction cost management and control are demonstrated.The construction cost management method described in this paper is based on the construction cost prediction plan and the construction cost control. It combines the relevant management method of Taylor's scientific management principle with the EOQ model in storage theory.In particular, emphasis is placed on changing the opposing ideas with workers, setting up a streamlined and efficient organizational structure, formulating a reasonable examination and incentive system, mining the potential benefits of material cost management, and managing workers in the front line.Make scientific operation quota and standardized operation method and so on.The responsibility of construction cost control is divided into every manager and labor operator of the organization, and a comprehensive project construction cost management method is established.This paper takes the construction cost control of the project project as the research object, mainly studies the management organization, the management system, the management method and so on in each stage of the project construction cost control, especially discusses the thought management control of the manager and the constructor.The management of materials and materials is the key link in the management and control of construction cost.The ultimate purpose of this paper is to improve work efficiency, reduce construction cost and create more profits for the project.Through the practical application in the construction cost management of the two projects, it is proved that the project construction cost control method studied in this paper can significantly improve the management performance of the project, reduce the construction cost effectively and create more profits for the project.
