基于施工方视角的市政工程项目进度与成本协调管理研究

【摘要】：随着建筑行业的高速发展和市场竞争的日趋激烈,工程项目管理已成为建筑施工企业最重要的管理活动之一,其管理水平的高低直接影响到企业的经济效益和社会效益。在市政工程项目管理中,由于市政工程项目的特殊性,项目进度与项目成本之间的矛盾十分突出。一方面,市政工程项目一般都是政府投资项目,具有典型的政治性、公益性、社会性和多边性特点,项目施工难度大,社会关注度高,因此,站在业主方角度,必然要求项目质量高、工期短、投资省；另一方面,站在施工方角度,既要考虑尽量满足业主方的要求,争创企业形象和品牌,争取与业主方更多的合作机会,拓展市场空间,但又要考虑项目成本,这关系到企业的生存和发展。在此情况下,基于施工方角度,市政工程项目的进度与成本协调管理就显得尤为重要。本文针对市政工程项目进度与成本的协调管理问题,首先对国内外工程项目进度和成本管理的研究现状进行了对比分析,阐述了国内外工程项目进度、成本管理的发展史、运用信息化管理所取得成绩,分别介绍了市政工程项目成本和进度控制的影响因素、控制方法、存在的问题及采取的措施,分析研究了市政工程项目进度和成本之间的关系以及协调管理原理及措施,最后结合成都市二环路东段改造工程EPC2合同段工程实例,采用成本累计曲线和综合比较分析等方法进行了研究,项目进度与成本协调管理取得了较好的实施效果。基于施工方视角的市政工程项目,不能单纯的强调进度管理或成本管理,必须将二者有机的结合起来,实施协调管理,达到既讲形象又讲效益的目的。本文对市政工程项目进度与成本协调管理的研究成果,对今后其他类似项目的进度和成本管理具有一定的借鉴意义。尽管如此,市政工程项目的进度和成本管理是一个前景广泛的应用研究领域,从理论分析到应用实践各个环节都值得做进一步的研究,包括进一步研究市政工程项目进度和成本控制的基本理论、方法和具体措施,建立预警机制,尽可能实现事前控制,减少事中控制,避免事后控制,并在具体工程应用实践中加以检验。
[Abstract]:With the rapid development of construction industry and the increasingly fierce market competition, project management has become one of the most important management activities of construction enterprises. The level of management directly affects the economic and social benefits of enterprises.In municipal engineering project management, the contradiction between project schedule and project cost is very prominent because of the particularity of municipal engineering project.On the one hand, municipal engineering projects are generally government-invested projects, with typical political, public welfare, social and multilateral characteristics, project construction is difficult, social attention is high, so, from the owner's point of view,On the other hand, from the perspective of the construction side, it is necessary to consider meeting the requirements of the owners as far as possible, to create the corporate image and brand, to strive for more opportunities for cooperation with the owners and to expand the market space.But also to consider the project cost, which is related to the survival and development of enterprises.In this case, it is very important to coordinate the schedule and cost management of municipal engineering projects.Aiming at the problem of coordinated management between schedule and cost of municipal engineering projects, this paper firstly compares and analyzes the research status of progress and cost management of engineering projects at home and abroad, and expounds the development history of progress and cost management of engineering projects at home and abroad.Based on the achievements of information management, this paper introduces the influencing factors, control methods, existing problems and measures taken in the cost and schedule control of municipal engineering projects, respectively.This paper analyzes and studies the relationship between schedule and cost of municipal engineering projects, as well as the principles and measures of coordinated management. Finally, combined with the engineering example of EPC2 contract section of the East Section of the second Ring Road in Chengdu,The cost cumulative curve and comprehensive comparative analysis are used to study the project schedule and cost management.The municipal engineering project based on the view of construction side can not only emphasize schedule management or cost management, but must combine them organically and carry out coordinated management so as to achieve the purpose of emphasizing both image and efficiency.The research results of the coordination management of schedule and cost of municipal engineering project in this paper have certain reference significance for the schedule and cost management of other similar projects in the future.Nevertheless, the schedule and cost management of municipal engineering projects is a wide range of applied research fields, from theoretical analysis to application practice, every link is worth doing further research.Including further research on the basic theory, methods and specific measures of schedule and cost control of municipal engineering projects, establishing an early warning mechanism, realizing as much as possible prior control, reducing in-incident control, and avoiding post control.And in the concrete engineering application practice to be tested.
