无居民岛工程项目成本控制评价研究

【摘要】：近年来,随着全球大规模地开发利用海洋资源,扩大海洋产业,发展海洋经济,中国迈向“蓝色经济”的步伐日趋加快,使得无居民岛的价值日益凸现,涉及相关旅游娱乐、交通运输、渔业、领海主权等多个领域的工程项目的建设也日趋增多。然而无居民岛工程项目由于建设经验的欠缺,尤其是成本控制方面存在的不足,很可能造成工程项目建设的成本过高,难以实现盈利,甚至导致项目严重亏损,因此,加强无居民岛工程项目成本控制至关重要。论文首先对当前国内外有关无居民岛工程项目的成本控制研究现状进行了总结,对无居民岛工程项目成本控制理论进行了研究,构建了无居民岛工程项目成本控制模糊综合评价模型,分析其成本构成,提出无居民岛工程项目成本控制要点。根据模糊综合评价结果分析成本控制方面存在的不足,有针对性的提出改进措施和相关对策。
[Abstract]:In recent years, with the large-scale exploitation and utilization of marine resources, the expansion of marine industry and the development of marine economy, China's step towards "blue economy" has been speeding up day by day, making the value of non-inhabitant islands increasingly prominent, involving related tourism and entertainment. Transportation, fisheries, territorial sea sovereignty and other fields of engineering projects are also increasing. However, due to the lack of construction experience, especially the shortage of cost control, the construction cost of the non-resident island project may be too high, it is difficult to realize profit, and even lead to serious loss of the project. It is very important to strengthen the cost control of non-inhabitant island project. Firstly, this paper summarizes the current situation of the research on the cost control of the non-resident island project at home and abroad, and studies the theory of the cost control of the non-resident island project. The fuzzy comprehensive evaluation model of project cost control of non-inhabitant island project is constructed, its cost composition is analyzed, and the key points of project cost control of non-inhabitant island project are put forward. According to the results of fuzzy comprehensive evaluation, this paper analyzes the shortcomings of cost control, and puts forward some improvement measures and relevant countermeasures.
