基于GIS的城市规划编制信息管理系统设计与开发研究

【摘要】：在数字中国‖、数字规划‖的宏伟蓝图之下,我国数字化城市建设掀起了一轮高潮,诸多城市已经建立或正在建立自己的城市信息共享平台,以实现城市各部门之间的信息互享,推动城市快速健康发展,为数字化建设建立基础。土地(包括土地的空间形态布局及利用类型)作为城市的一个重要方面,无疑是进行规划编制的重点对象。编制成果的质量及管理的效率直接影响着规划的实施,影响着城市的发展建设。可见规划编制工作是城市数字化建设必不可少的一环,它是规划审批、监督管理、统计评价等的基础。规划编制成果管理上的规范化、数据标准的统一化和数据利用的共享化是规划编制管理的几大目标,通过规划编制的数字化建设,有效沟通城市规划相关部门,如设计单位、管理部门等,把握规划生产到管理的整个环节,达到规划一张图‖管理。本文在系统科学思想的下,以系统分析及系统动力学方法为指导,设计并开发了基于GIS的城市规划编制信息管理系统,并将系统用于城市规划的实际工作中。该系统对规划编制产生的各类数据进行规整入库,实现数据的标准化,然后通过对成果数据的有效管理来指导城市规划工作,可以及时获知城市规划的实施状态,为下一步的规划及实施提供依据。本研究首先了解城市规划编制的概念及进行规划编制的理论依据,进而分析了规划编制成果的类型特征及规划编制管理的现状。对于城市规划编制管理存在的问题,提出设计基于GIS的城市规划编制信息管理系统来解决,以满足城市规划工作的需要。本文深入研究了该系统所涉及关键技术,应用GIS、空间数据库解决方案(Oracle10g和ArcSDE)、ArcEngine组件式二次开发等技术,对城市规划编制信息管理系统进行了全面的设计,并对系统进行了开发实现,最后将其应用在河北省峰峰矿区城市规划工作之中。
[Abstract]:Under the grand blueprint of digital China and digital planning, the construction of digital cities in China has set off a wave of climax. Many cities have established or are establishing their own urban information sharing platforms. In order to realize the mutual sharing of information among the various departments of the city, to promote the rapid and healthy development of the city, and to establish the foundation for the digital construction. As an important aspect of the city, land (including the spatial form layout and utilization type of land) is undoubtedly the key object of planning. The quality of compilation results and the efficiency of management have a direct impact on the implementation of the planning and the development and construction of the city. It can be seen that planning is an indispensable part of urban digital construction, and it is the basis of planning examination and approval, supervision and management, statistical evaluation and so on. The standardization of planning results management, the unification of data standards and the sharing of data utilization are the goals of planning management. Through the digitalization of planning and compilation, the relevant departments of urban planning, such as design units, can be effectively communicated. Management department, grasp the whole process of planning, production and management, and achieve a plan and management. Under the guidance of system analysis and system dynamics, the information management system of urban planning based on GIS is designed and developed in this paper, and the system is applied to the practical work of urban planning. In this system, all kinds of data produced by planning are regularized and stored in database to realize the standardization of data, and then the effective management of the result data is used to guide the urban planning work, so that the implementation status of urban planning can be obtained in time. To provide the basis for the planning and implementation of the next step. In this paper, we first understand the concept of urban planning and the theoretical basis for planning, and then analyze the characteristics of planning results and the current situation of planning management. In order to meet the needs of urban planning, the paper proposes to design an information management system for urban planning based on GIS to solve the problems existing in urban planning management. In this paper, the key technologies involved in the system are deeply studied, and the application of GIS-spatial database solutions such as Oracle10g and ArcSDE / ArcEngine component secondary development are applied to the design of urban planning and compilation information management system. Finally, the system is applied to the urban planning of Fengfeng mining area in Hebei province.
