深圳南山区城市公园绿地服务效率评价研究

【摘要】:随着城市居民生活水平日渐提高,其需求开始从基本的生存型转向发展型甚至享受型,这必将在数量和质量上对公共服务设施提出更高要求。传统城市公园绿地单一的“量配”评价指标,导致城市公园绿地空间分布失衡、可达性差、利用率低等问题,同时居民使用城市公园绿地空间的舒适性被忽视。因此,应突破以往“量配”评价标准,从城市公园绿地的社会效应出发,关注其服务功能的时效性和有效性,即关注“质”的问题。南山区居住环境良好,建成区绿化覆盖率、绿地率及人均公园绿地面积均具有较高水平,因此以南山区城市公园绿地为对象研究其服务效率,具有一定的指向性和代表性。通过对城市公园绿地服务效率影响因子和价值取向的梳理,在实地调研和第六次人口普查与城市道路网络等相关数据收集的基础上,采用定量与定性分析相结合的方法对南山区城市公园绿地的服务效率进行评价。研究重点考虑城市公园绿地的供给、基于人口分布的城市居民需求以及连接供给和需求的可达性。首先,通过问卷调查与实地调研定性评价南山区城市公园绿地质量以及人口的分布情况;其次,利用ArcGIS的网络分析模块分析并评价南山区城市公园绿地的空间可达性,在空间可达的基础上分析其服务阀值范围内的服务人口;最后,借助服务覆盖率和服务效率区位熵指标从宏观和微观层面对城市公园绿地的服务效率进行评价。从宏观层面上看,南山区总体服务效率较高,具有较高的服务覆盖率;从微观层面上看,南山区各城市公园绿地服务效率空间差异较大,评价结果不容乐观,发现学术界惯用的服务重叠率指标在反映城市公园绿地空间配置的效益上略显不足。针对南山区城市公园绿地服务效率评价结果,提出三方面优化提升策略,从整体布局上看,可在中心区建设口袋公园、边缘区增加社区公园,以缓解现状公园服务压力;从空间可达性上看,应完善绿道系统、发展轨道交通,同时提高道路网密度;从绿地质量上看,应完善配套设施、提升园容质量、更新管理理念。
[Abstract]:With the improvement of the living standard of urban residents, their needs begin to shift from the basic survival type to the development type and even the enjoyment type, which will put forward higher demands on the public service facilities in quantity and quality. The single "quantity allocation" evaluation index of the traditional urban park green space leads to the imbalance of urban park green space distribution, poor accessibility, low utilization rate and so on. At the same time, the comfort of residents using urban park green space is ignored. Therefore, it is necessary to break through the previous evaluation criteria of "quantity allocation", start from the social effect of urban park green space, pay attention to the timeliness and effectiveness of its service function, that is, pay attention to the problem of "quality". The living environment of Nanshan District is good, the green coverage rate, the rate of green space and the per capita area of park greenbelt are all of high level. Therefore, the service efficiency of urban park green space in Nanshan District is studied, which has certain directivity and representativeness. Through combing the influencing factors and value orientation of urban park green space service efficiency, on the basis of field investigation, the sixth population census and urban road network and other related data collection, The service efficiency of urban park green space in Nanshan area was evaluated by combining quantitative and qualitative analysis. The research focuses on the supply of urban park green space, the demand of urban residents based on population distribution and the reachability of connecting supply and demand. Firstly, the quality of urban park green space and the distribution of population in Nanshan City Park are qualitatively evaluated by questionnaire and field investigation. Secondly, the spatial accessibility of urban park green space in Nanshan Mountain area is analyzed and evaluated by using the network analysis module of ArcGIS. On the basis of spatial accessibility, the service population in the range of service threshold is analyzed. Finally, the service efficiency of urban park green space is evaluated from macro and micro levels with the help of service coverage and service efficiency location entropy index. From the macro level, the overall service efficiency of Nanshan District is higher, and the service coverage rate is higher. From the micro level, the spatial difference of the service efficiency of the urban park green space in Nanshan District is large, and the evaluation results are not optimistic. It is found that the index of service overlap rate used in academic circles is not enough to reflect the efficiency of urban park green space allocation. In view of the evaluation results of green space service efficiency in Nanshan City Park, three optimization strategies are put forward. From the overall layout, the pocket park can be built in the central district and the community park can be added in the edge area to alleviate the service pressure of the current park. From the point of view of spatial accessibility, the green road system should be improved, rail transit should be developed, and the density of road network should be raised. From the point of view of green space quality, the supporting facilities should be improved, the quality of the garden should be improved, and the management idea should be renewed.
