基于多元主体参与的美丽乡村更新建设模式研究

【摘要】：“美丽乡村”是“美丽中国”大背景下新农村建设的发展,强调了对乡村的环境整治和生态保护,也是留住“乡愁”,留住充满回忆和青山绿水的人们曾经的生长环境的重要乡村建设活动。在建设“美丽乡村”的过程中,各参与主体之间存在利益关系,既有利益共享,也存在利益竞争。传统的自上而下的村庄规划是一种层层分解、层层控制和分层实现的方式,这种方式下地方政府处于绝对的强势地位,容易出现利益失衡的问题。乡村规划是社区规划的其中一种,同样具备社区规划的基本要素。公众参与作为重要环节被广泛运用于国外发达国家的社区规划当中,然而我国的公众参与还处在初始阶段,村民经常处于无参与或者被参与的状况。本文将地方政府、村民(包含村庄自治组织)、规划师、开发公司和村庄规划委员会一同纳入多元主体范畴,提出构建一个多元主体参与的美丽乡村更新模式。这是一种多元协商、多种形式和多层循环的模式,目的是实现权力的委托与利益的分配之间的平衡。本文阐述了多元主体及其结构关系、多元主体的参与模式、参与方式和流程,介绍了地方政府主导、村庄自治组织主导、开发公司主导三类不同主体主导下的美丽乡村更新模式,以及权利变更的内容。并以浙江省乐清市下山头村为例,介绍下山头村多元主体及其参与过程和村庄更新方案,来阐明多元主体参与下美丽乡村更新的成效。
[Abstract]:The "beautiful countryside" is the development of the new rural construction under the background of "beautiful China". It emphasizes the environmental improvement and ecological protection of the villages, and it is also the retention of "homesickness". In the process of building a "beautiful village", there is a relationship of interest among the participants, both benefit sharing and interest competition. The traditional top-down village planning is a way to decompose, control and realize at different levels. In this way, local governments are in an absolute strong position. Rural planning is one of the basic elements of community planning. As an important link, public participation is widely used in community planning in developed countries. However, the public participation in our country is still in the initial stage, the villagers are often in the situation of non-participation or participation. In this paper, local governments, villagers (including village autonomous organizations, planners, development companies and village planning committees) are brought into the category of pluralistic subjects, and a beautiful rural renewal model of multi-subject participation is proposed. This is a multi-negotiation, multi-form and multi-layer cycle model, the purpose of which is to achieve the balance between the delegation of power and the distribution of interests. This paper introduces the local government leading, village autonomy organization leading, development company leading three kinds of beautiful rural renewal mode, and the content of rights change. Taking Xiashantou Village in Yueqing City, Zhejiang Province as an example, this paper introduces the pluralistic main body of Xiashantou Village, its process of participation and the plan of village renewal, in order to clarify the effect of the multi-subject participation in the renewal of beautiful villages.
