小城镇宜居指标体系构建及实证研究

【摘要】：当前,我国城镇化处于快速发展时期,城镇体系各环节面临全方位的深刻调整,2014年3月中央城镇化工作会议颁布了《国家新型城镇化规划(2014-2020年)》,为我国新型城镇化建设提供基础指导作用。小城镇作为联系城市和农村的重要纽带,是城镇体系中至关重要的一环。它拥有自身独特的地域环境和优势条件,然而小城镇一直未能扩容提质。鉴于小城镇在城镇体系中的重要地位与发展既不平衡又不充分的现状,本文研究小城镇宜居性问题,旨在为小城镇扩容提质、人居环境改善与城镇体系的健康发展提供借鉴价值。本文梳理国内外宜居城市理论发展脉络,同时对国外小城镇建设案例进行剖析。一方面发现西方发达国家众多小城镇因宜居性高而持续繁荣,另外一方面,国内宜居性研究无一例外都是针对城市,《宜居城市科学评价指标体系》的出台更是将城市宜居性建设的方方面面显化量化,而国内针对小城镇宜居体系建设的相关研究却少之又少,所以本文创造性地提出一个新的研究话题——我国小城镇的宜居性建设。小城镇宜居性建设与大城市不同,本文采用德尔菲法建立《宜居小城镇科学评价指标体系》将小城镇的宜居性建设显化。该指标体系分为三级,8个一级指标、29个二级指标、138个三级指标,既为小城镇宜居建设提供全方位的评价体系,也从宏观到微观为小城镇宜居性建设提供了一个涵盖方方面面的指导框架。此指标体系是本文研究的重要成果之一。《宜居小城镇科学评价指标体系》的建立是宜居小城镇建设道路上的一环,具体如何操作,本文选取了中国中部地区的具有代表性的一座城镇——大冶镇,作为宜居城镇建设的案例。首先以《宜居小城镇科学评价指标体系》为指导,对大冶镇进行的调研分析,发掘出大冶镇的现状条件作为转型基础,同时归纳总结大冶镇城镇建设出现的问题,然后以大冶镇优势条件和城镇建设问题为出发点,对大冶镇宜居城镇建设进行探讨,并提出相应的发展对策。本文最后在总结大冶镇宜居体系建设的基础上,进一步归纳总结,找到一些对于建设宜居小城镇具有普适性的方法,将这些方法集合成一个模型,即小城镇实现宜居性的发展路径,是本文研究另一重要成果。
[Abstract]:At present, China's urbanization is in a period of rapid development. In March 2014, the Central Conference on urbanization promulgated the National New urbanization Plan 2014-2020, which provides the basic guidance for the construction of new urbanization in China. As an important link between cities and rural areas, small towns are a vital link in the urban system. It has its own unique regional environment and advantages, but small towns have not been able to expand and improve quality. In view of the important status of small towns in the urban system and the unbalanced and inadequate development, this paper studies the livability of small towns in order to improve the capacity and quality of small towns. The improvement of human settlement environment and the healthy development of urban system provide reference value. This article combs the domestic and foreign livable city theory development vein, simultaneously carries on the analysis to the foreign small town construction case. On the one hand, they found that many small towns in western developed countries continued to prosper because of their high livability, and on the other hand, Domestic livability research is aimed at cities without exception, and the introduction of "scientific evaluation index system of livable cities" quantifies all aspects of urban livable construction. However, there are few researches on the construction of livable system in small towns in China, so this paper creatively puts forward a new research topic-livable construction of small towns in China. The construction of livability in small towns is different from that in large cities. In this paper, the scientific evaluation index system of livable towns is established by Delphi method, and the livable construction of small towns is demonstrated. The index system is divided into three levels, eight first-grade indicators, 29 second-class indicators and 138 third-class indicators, which provide a comprehensive evaluation system for the livable construction of small towns. It also provides a guiding framework covering all aspects for the livable construction of small towns from macro to micro level. This index system is one of the important achievements of this paper. The establishment of scientific evaluation index system for livable small towns is a link in the road of livable small towns construction. This paper selects Daye Town, a representative town in central China, as a case of livable town construction. Firstly, under the guidance of the scientific evaluation index system of livable small towns, this paper investigates and analyzes the present conditions of Daye Town, and finds out the present conditions of Daye Town as the basis of its transformation. At the same time, it summarizes the problems in the urban construction of Daye Town. Then, based on the advantages of Daye Town and the problems of town construction, this paper discusses the construction of livable town in Daye Town, and puts forward the corresponding development countermeasures. Finally, on the basis of summing up the construction of livable system in Daye Town, this paper further sums up and finds some general methods for constructing livable small towns, and sets these methods into a model. It is another important achievement of this paper to realize the livable development path of small towns.
