佛山市三水区电梯安全监管问题研究

【摘要】：随着近些年我国城镇化的加速,城市里面电梯的保有量也在迅猛增长,电梯越来越频繁的出现在人们的生活和工作当中,电梯安全与人民群众的日常生活和生命安全息息相关,已经成为公众、媒体和各级政府的关注焦点。据来自国家质检总局的统计数据,2012年至2014年间,全国电梯事故从42起快速增加到95起,增长速度惊人。在这一形势下,我国现行电梯安全监管模式的弊端日渐凸显,迫切需要一场变革。本文以广东省佛山市三水区为例,对我国的电梯安全监管体制和现状进行分析,针对监管过程中存在的政府越位、错位,电梯安全责任不明确,维保市场秩序混乱,电梯投保率低,电梯维修使用住房维修基金难等诸多问题,提出以改革电梯安全监管模式为主要手段的解决方案,希望从创新监管体制的角度,解决全国性的电梯安全问题。文章共四部分。第一章为绪论,主要介绍文章的研究背景和研究意义,以及国内外的研究成果和研究对比;第二章主要介绍我国的电梯监管体制和佛山市三水区的电梯安全监管现状;第三章是总结三水区电梯监管实践中存在的问题;第四章是根据佛山市三水区的电梯安全监管现状和存在的问题,运用新公共服务理论和经济学的知识,分析问题成因;第五章是改革建议,通过理论结合实际,提出以明确电梯安全权责关系和加强事故保障为核心的电梯安全监管改革建议。
[Abstract]:With the acceleration of urbanization in China in recent years, the number of elevators in cities is also growing rapidly. Elevators appear more and more frequently in people's lives and work. Elevator safety is closely related to the daily life and life safety of the people. Has become the public, the media and all levels of government focus. According to statistics from the State Administration of quality Supervision, Inspection and Quarantine, the number of elevator accidents across the country increased rapidly from 42 to 95 between 2012 and 2014, an alarming increase. Under this situation, the malpractice of the current elevator safety supervision mode in our country is becoming more and more obvious, and a revolution is urgently needed. Taking Sanshui District of Foshan City, Guangdong Province as an example, this paper analyzes the system and present situation of elevator safety supervision in China, aiming at the existence of government offside, dislocation, uncertainty of elevator safety responsibility and confusion of maintenance and protection market order in the process of supervision. The elevator insurance rate is low, the elevator maintenance and repair fund is difficult to use, and so on. This paper puts forward the solution to reform the elevator safety supervision mode as the main means, hoping to solve the national elevator safety problem from the angle of innovating the supervision system. The article consists of four parts. The first chapter is the introduction, mainly introduces the research background and significance of the article, as well as the domestic and foreign research results and research contrast, the second chapter mainly introduces the elevator supervision system of our country and the present situation of the elevator safety supervision in Sanshui District of Foshan City. The third chapter summarizes the problems existing in the practice of elevator supervision in Sanshui District, the fourth chapter analyzes the causes of the problems according to the present situation and existing problems of elevator safety supervision in Sanshui District of Foshan City, using the knowledge of new public service theory and economics. The fifth chapter is the reform proposal. Through the combination of theory and practice, the paper puts forward the reform proposal of elevator safety supervision, which focuses on clarifying the relationship between power and responsibility of elevator safety and strengthening accident protection.
