新田县城市防洪工程项目后评价研究

【摘要】:本文基于水利建设项目后评价理论,采用综合比较法,对已完工的亚行贷款湖南省洪水管理项目中的子项目新田县城市防洪工程,从建设和运行过程、防洪效益、社会影响、目标和可持续性等方面开展分析评价,以达到总结新田县城市防洪工程项目建设和管理经验的目的。本文得出主要结论如下:(1)过程评价结果表明,新田县城市防洪工程项目从立项到运行,各阶段工作紧密有序的开展,各项工作内容深度符合要求,工作质量较高,工作程序符合要求。本项目的前期工作扎实,工作程序完备,相关报告编制符合相应的国家编制技术标准要求;建设实施阶段建立了可靠的质量管理体制,工程质量基本达到设计要求,各参建单位选择符合要求,合同管理和资控制情况良好,工程的不良影响小;运行管理阶段的管理机制合理、可靠,项目的运行效果良好,基本达到预期目标。(2)防洪效益计算结果显示,本项目建成后获得了显著的防洪效益。估算得出新田县城市防洪工程的多年平均防洪总效益为1025万元,其中多年平均直接经济效益为820万元,多年平均间接经济效益为205万元,高于预期的防洪效益值792万元。(3)新田县城市防洪工程的建成,发挥了显著的社会效益和积极的社会影响。本项目不仅提供对县城的防洪保护作用,而且推动县城的环境建设和社会经济发展;项目的设计、技术、影响等相关目标已基本达到,项目的目标实现程度较高;通过对可持续性运转的外部和内部条件分析,项目的可持续性良好。(4)新田县城市防洪工程项目总评价结果表明,本项目总体上来说是成功的。根据项目的建设资料和投入运行效果,本项目的建成已初步达到建设目的,不仅使得新田县城的洪灾风险大大减低,改善了城区的生产生活条件,同时为新田县的社会经济包容性增长提供有力保障。
[Abstract]:Based on the post-evaluation theory of water conservancy construction project, this paper adopts the comprehensive comparative method to study the construction and operation process, flood control benefit and social impact of the completed sub-project of flood management project in Hunan Province. In order to sum up the experience of urban flood control project construction and management in Xintian County, the objective and sustainability are analyzed and evaluated. The main conclusions of this paper are as follows: (1) the results of process evaluation show that from establishment to operation of urban flood control project in Xintian County, the work of each stage is carried out closely and orderly, the depth of each work content meets the requirements, and the quality of work is relatively high. The working procedure meets the requirements. The preliminary work of the project is solid, the working procedures are complete, the relevant reports are compiled in accordance with the corresponding national technical standard requirements, and a reliable quality management system has been established during the construction and implementation phase, and the project quality has basically met the design requirements. The selection of participating units meets the requirements, the contract management and capital control are good, the adverse impact of the project is small, the management mechanism in the operation and management stage is reasonable and reliable, and the operation effect of the project is good. (2) the result of flood control benefit calculation shows that this project has achieved remarkable flood control benefit after completion. It is estimated that the annual average total benefit of flood control works in Xintian County is 10.25 million yuan, of which the annual average direct economic benefit is 8.2 million yuan, and the annual average indirect economic benefit is 2.05 million yuan. The value of flood control benefit is 7.92 million yuan higher than expected. (3) the construction of urban flood control project in Xintian County has played a significant social and positive social impact. This project not only provides the flood control protection function to the county town, but also promotes the environmental construction and the social economic development of the county town, the project design, the technology, the influence and so on related goal has basically reached, the project goal realization degree is high; Through the analysis of the external and internal conditions of the sustainable operation, the sustainability of the project is good. (4) the overall evaluation results of the urban flood control project in Xintian County show that the project is generally successful. According to the construction data and operational results of the project, the completion of the project has achieved the construction goal, not only greatly reducing the risk of flooding in Xintian County, but also improving the production and living conditions of the urban area. At the same time for the social and economic inclusive growth of Xintian County to provide adequate protection.
