沙子口集中供热工程造价控制研究

【摘要】：近年来的集中供热工程建设中，工程造价拧制发展的不足与瓶颈逐渐凸显出来,概算超估算、预算超概算、结算超预算的现象仍很普遍,招投标市场不规范致使某些供热项目投资失控,资金缺口较大,制约了集中供热工程建设快速发展。本文从我国供热工程造价拧制中存在的问题出发,结合供热工程特点,对供热项目全过程的各个阶段进行实际调查，，以工程造价控制理论为基础,分析了集中供热工程造价控制现状及问题,建立了基于全寿命周期的工程造价控制措施；进面将价值工程方法纳入沙子口集中供热工程的实施过程,从技术和经济相结合的角度,以独有的多学科团队工作方式,对供热工程造价控制进行了系统研究,通过持续创新活动优化方案,降低项目、产品或服务的全寿命期费用，提升各利益相关方的价值,从而提高供热企业对供热工程造价控制的管理水平,进而达到降低施工成本,减少资源消耗,为供热企业的经济效益和现金流提供帮助,达到获取更大的经济效益和社会效益的目的：最终在以上研究的基础上总结了价值工程在沙子口集中供热造价拧制的应用,并为完善工程造价提出了一定的对策建议。
[Abstract]:In recent years, in the construction of central heating project, the shortage and bottleneck of project cost control and development gradually become prominent. The phenomenon of budget exceeding estimate, budget exceeding budget estimate, settlement exceeding budget is still very common. The irregular bidding market causes some heating projects to lose control of investment and have a large fund gap, which restricts the rapid development of central heating project construction. Based on the problems existing in the heating engineering cost control system in our country and the characteristics of the heating project, this paper makes a practical investigation of the whole process of the heating project, based on the theory of engineering cost control. This paper analyzes the current situation and problems of the cost control of central heating engineering, establishes the cost control measures based on the whole life cycle, brings the value engineering method into the implementation process of the Shazikou central heating project, From the point of view of combining technology and economy, the cost control of heating engineering is systematically studied in a unique multidisciplinary team way. Through continuous and innovative activities, the cost of the whole life of the project, product or service can be reduced by optimizing the scheme. Enhance the value of all stakeholders, thus improve the management level of heating project cost control, and then reduce the construction cost, reduce the consumption of resources, and provide assistance for the economic benefits and cash flow of the heating enterprises. The purpose of obtaining greater economic and social benefits is as follows: finally, the application of value engineering in Shazikou central heating cost screw system is summarized on the basis of the above research, and some countermeasures and suggestions are put forward to perfect the project cost.
