基于西咸线新区总体规划对“田园城市”理论的再思考

【摘要】：19世纪末,工业革命打破了原有的城镇平衡状态,城市由此而产生了一系列的社会问题。针对这种情况,英国社会改革家霍华德提出了田园城市的理论。田园城市并不是单纯是要规划一个风景优美的花园般的城市,而是一套积极的、带着理想主义色彩的社会改革方案,是对工业革命促进下的高速城市化进程所带来的城市问题的早期探索。随着我国城市改革运动的发展,田园城市理论也传入我国,对我国的城市规划产生了极其深远的影响。进入21世纪以来,田园城市理论也得到了长足的发展,当代规划学者结合现代城市发展的经济、文化、生态等因素也赋予了其更多的内涵。改革开放30多年以来,我国的社会主义现代化建设取得了举世瞩目的成就。尤其是2010年以来我国新区批复进入了密集期,随着西咸新区的诞生,《西咸新区总体规划》的出台,西咸新区建设现代田园城市也正式提上了日程。西咸新区良好的自然地理和历史文化遗产条件,使其具备了建设现代田园城市的基础优势。如今,西咸新区以基本完成了第一阶段的建设任务,现代田园城市的框架已基本成型。相信未来的西咸新区将成为西部新的经济增长极,和西安共同承担起支撑和引领国际化大都市建设发展的重大历史使命。本文通过研究霍华德田园城市理论的内容极其实践案例,用现代田园城市规划理论作为切入点,对西咸新区现代田园城市的建设做了理性的思考。通过分析总体规划和现代田园城市的建设实践,阐明西咸新区的建设理念、路径和取得的成果,以期促进西咸新区现代田园城市更好更快的发展。最后,总结西咸新区城市建设对现代田园城市理论的探索和效应,希望对其它建设田园城市的城市能产积极的指导和借鉴意义。
[Abstract]:At the end of the 19 th century, the industrial revolution broke the original balance of cities and towns, resulting in a series of social problems. In view of this situation, the British social reformer Howard put forward the theory of idyllic city. An idyllic city is not simply about planning a picturesque garden city, but a positive, idealistic social reform program. It is an early exploration of the urban problems brought about by the rapid urbanization process promoted by the industrial revolution. With the development of urban reform in our country, the theory of pastoral city has been introduced into our country, which has a profound influence on the urban planning of our country. Since the beginning of the 21st century, the theory of pastoral city has also been greatly developed, and contemporary planners have given it more connotations combined with the economic, cultural and ecological factors of modern urban development. Since the reform and opening up for more than 30 years, China's socialist modernization has made remarkable achievements. Especially since 2010, the approval of new areas in China has entered a dense period. With the birth of Xixian New area and the introduction of the General Plan of Xixian New District, the construction of modern rural cities in Xixian New area has also been put on the agenda. Xixian New area has good natural geography and historical and cultural heritage conditions, so it has the basic advantage of constructing modern rural city. Now, Xixian New area has basically completed the first stage of construction, and the framework of modern rural city has been basically formed. It is believed that the Xixian New area in the future will become a new economic growth pole in the western region, and that Xi'an and Xi'an will jointly undertake the important historical mission of supporting and leading the construction and development of an international metropolis. By studying the contents and practice cases of Howard's pastoral city theory, this paper takes the modern pastoral urban planning theory as the starting point and makes a rational thinking on the construction of modern pastoral city in Xixian New District. By analyzing the general plan and the construction practice of modern pastoral city, this paper expounds the construction idea, path and achievements of Xixian New area, in order to promote the better and faster development of modern rural city in Xixian New area. Finally, this paper summarizes the exploration and effect of urban construction in Xixian New District on the theory of modern rural city, hoping to provide positive guidance and reference for other rural cities.
