基于动态维护的城市规划实施评估研究

【摘要】：规划编制和实施监督是充分发挥城市规划调控作用的两个关键环节,规划实施评估是对城市规划实效性的核心衡量标准。然而,由于我国城市所处的客观发展阶段,城市规划实施评估研究起步晚,相关实践工作的开展严重滞后于实施评估理论研究。目前,城市规划实施评估做为一种目的性工作,被广泛运用于修编下一轮规划前的法定程序现象较为普遍,无法发挥实施评估有效作用。论文以动态维护为切入点,运用多种研究方法,深入探讨城市规划实施的影响因素,以城市总体规划实施结果作为评估对象,围绕实施成效和实施管理两个方面建构城市总体规划实施评估体系,研究动态维护机制对规划实施评估结果及时反馈至规划编制的促进作用。论文结合实证研究,对淮南市城市总体规划进行实施评估,提出面向动态维护的城市总体规划实施评估方法,加强对规划实施的动态监控,建立城市总体规划动态监测系统、信息反馈系统,确保城市总体规划的动态实施过程和结果具有合理性、科学性。首先,本文对国内外动态维护和城市规划实施评估理论研究成果进行了综述,在对文献进行深入研读和思考后,分析我国规划编制和实施成效产生差异原因,提出动态维护机制对缩小差异的积极作用。其次,鉴于对城市总体规划进行实施评估更具有指导意义,本文以城市总体规划为研究对象,运用层次分析法和专家咨询法等,从城市总体规划实施成效和城市规划实施管理两个方面入手,构建城市总体规划实施评估模型。评估模型包括2大评估层次,8个评估要素和24个评估因子,以层次分析法和专家咨询法对每项指标的权重进行分配,并确定实施评估计算模型;最后,选择《淮南市城市总体规划(2010—2020)》实施评估为案例,对其进行实证分析,及时发现和总结规划实施与规划目标之间的偏差,探索偏差形成原因,寻找影响城市规划有效实施的因素,提出完善动态维护机制促进规划有效实施的措施,为城市规划实施评估研究提供参考与借鉴。另对此次研究的创新之处予以说明,指出评估过程中存在的问题及不足,并且为进一步的研究指明方向,提出改进措施。
[Abstract]:Planning preparation and implementation supervision are two key links to give full play to the role of urban planning regulation and control. Planning implementation evaluation is the core measure of the effectiveness of urban planning. However, due to the objective development stage of Chinese cities, the study of urban planning implementation evaluation started late, and the related practical work lagged behind the implementation evaluation theory research seriously. At present, as a purposeful work, urban planning implementation evaluation is widely used in the revision of the next round of planning before the legal process phenomenon is relatively common, can not play an effective role in the implementation of evaluation. This paper takes dynamic maintenance as the breakthrough point, uses various research methods, deeply discusses the influencing factors of the implementation of urban planning, and takes the implementation results of urban master planning as the evaluation object. Based on the implementation effect and implementation management, the evaluation system of urban master planning implementation is constructed, and the dynamic maintenance mechanism is studied to facilitate the planning implementation evaluation results feedback to the planning compilation in time. Based on the empirical research, this paper evaluates the implementation of urban master plan in Huainan city, puts forward a dynamic maintenance oriented evaluation method of urban master planning implementation, strengthens the dynamic monitoring and control of planning implementation, and establishes a dynamic monitoring system for urban master planning. The information feedback system ensures that the dynamic implementation process and results of the urban master plan are reasonable and scientific. Firstly, this paper summarizes the theoretical research results of dynamic maintenance and urban planning implementation evaluation at home and abroad. After deeply studying and pondering over the literature, this paper analyzes the reasons for the differences in planning formulation and implementation results in China. The active effect of dynamic maintenance mechanism on narrowing the difference is put forward. Secondly, in view of the more guiding significance of the implementation evaluation of urban master planning, this paper takes urban master planning as the research object, using AHP and expert consultation, etc. The evaluation model of urban master planning implementation is constructed from two aspects: the effect of urban master plan implementation and the urban planning implementation management. The evaluation model consists of 2 assessment levels, 8 evaluation elements and 24 evaluation factors. The weight of each index is allocated by AHP and expert consultation, and the evaluation calculation model is determined. This paper selects "Huainan City Master Plan (2010-2020)" as a case study, analyzes it empirically, finds out and summarizes the deviation between planning implementation and planning goal, and explores the reasons for the deviation. This paper looks for the factors that affect the effective implementation of urban planning, puts forward the measures to improve the dynamic maintenance mechanism to promote the effective implementation of urban planning, and provides a reference for the study of urban planning implementation evaluation. In addition, the paper explains the innovation of this research, points out the problems and shortcomings in the process of evaluation, and points out the direction for further research and puts forward some improvement measures.
