建设工程招标评标方法应用研究

【摘要】:目前,建设工程领域里,建设单位以招标来确定施工单位已经成为我国最为普遍的商品交易方式,是实现社会资源优化配置的有效形式。在中国,2000年颁布的《中华人民共和国招标投标法》是国内最重要的关于招投标的法律文件。建设工程从建设初期到建设完成以及其他相关业务的招投标工作都可以依据《招标投标法》进行。评标工作是否科学合理,将直接影响到建设工作的成功与失败,科学合理的评价体系不仅能保证项目的质量,还能反映招投标的公开、公平、公正性。但是,目前在招标过程中,普遍存在着一些问题,使招标的结果不能很好地满足建设单位的要求。因此,制定一套更加完善的招标程序和评标方法是招标工作成功的关键。建设工程招标评标是一个包含多个目标的综合性决策问题,所以对建设工程招投标评标的方法要进行综合评价。综合评价一般包括两个方面:一是评价指标(因素)的选取,二是各指标权重的确定,为此本文进行了以下工作:(1)介绍了招投标的基本知识和建设工程中几种常见的评标方法,总结了影响建设工程招投标评标的因素并提出了建设工程招标评标方法中存在的问题。(2)根据建设工程招投标工作的特点,从投标单位的资格、投标的商务、技术、政策因素4个方面构建了建设工程的评标指标体系。通过某高校A实验楼招投标这一个实例,运用定性与定量相结合的层次分析法确定了技术标各评价指标的权重,通过对现有评价方法的对比分析,选择模糊综合评价法对某高校A实验楼招投标评标方法进行评价。这样使得评标工作更加完善,评标水平有所提高,同时提出了一些建设工程招投标中评标方法的建议与对策,为今后建设工程的招标工作提供一定的借鉴。
[Abstract]:At present, in the field of construction engineering, the construction unit to determine the construction unit by bidding has become the most common commodity trading mode in China, and is an effective form to realize the optimal allocation of social resources. The bidding work of construction project from the beginning of construction to the completion of construction and other related business can be carried out according to the bidding Law. Whether the bid evaluation work is scientific or reasonable will directly affect the success and failure of the construction work. A scientific and reasonable evaluation system can not only guarantee the quality of the project, but also reflect the openness, fairness and fairness of bidding. However, at present, there are some problems in the bidding process, which makes the result of bidding can not meet the requirements of the construction unit. Therefore, a set of more perfect bidding procedures and evaluation method is the key to the success of bidding. The bidding and evaluation of construction project is a comprehensive decision problem with multiple objectives, so the method of bidding evaluation for construction project should be evaluated synthetically. Comprehensive evaluation generally includes two aspects: first, the selection of evaluation index (factors), and second, the determination of the weight of each index. For this reason, this paper has carried on the following work: (1) introduced the basic knowledge of bidding and several common bidding evaluation methods in construction engineering, This paper summarizes the factors affecting the bidding and evaluation of construction projects and puts forward the problems existing in the methods of bidding and evaluation of construction projects. (2) according to the characteristics of the bidding work of construction projects, from the qualifications of the bidding units, the commercial and technical aspects of the bidding, The evaluation index system of construction project is constructed in four aspects of policy factors. Through the example of bidding in A experimental building of a certain university, the weight of each evaluation index of technical standard is determined by using the analytic hierarchy process (AHP), which combines qualitative and quantitative analysis, and the comparison and analysis of the existing evaluation methods are carried out. The fuzzy comprehensive evaluation method is selected to evaluate the bidding evaluation method of A experimental building in a university. In this way, the bidding evaluation work is more perfect and the level of bid evaluation is improved. At the same time, some suggestions and countermeasures of bid evaluation methods in bidding for construction projects are put forward, which will provide some reference for the bidding work of construction projects in the future.
