某公司氯碱工程EPC合同模式下的风险管理研究

【摘要】:随着国内化工行业进入结构性调整阶段,国家加大对化工行业节能减排的推动,氯碱行业也进入了去产能和转型升级的关键时期,氯碱企业亟需通过节能改造,降低能耗,降低运行成本来提升经济效益和社会效益。在激烈的市场竞争环境下,以较小的投入将产品尽快投入市场,在利益最大化驱动下,传统项目管理模式的工期过长,前期投入人力资源过多的缺点显然已不能满足业主的需求,而EPC合同模式有效解决了这些矛盾,业主只需要对项目的功能、工期提出要求,选择一个合适的工程总承包商即可,可以将更多的精力放在产品前期论证和后期市场运营上,并且能将大部分风险转移给了总承包商。因此,EPC合同模式为越来越多的业主所接受。蓝星北化机作为国内唯一集研发、设计、制造、维修和改造为一体,提供成套氯碱工程服务的专业化公司,拥有良好的技术资源优势,在巨大的市场商机下,积极开拓EPC工程总承包业务,与时俱进,迎合客户需求,为客户创造价值的同时,提升自身的市场竞争力。但EPC合同模式下,总承包商承担了大部分的风险,对总承包商的项目管理能力,尤其是对风险控制能力要求比较高。本论文立足于蓝星北化机的实际情况,在对EPC合同模式的特点、优势、劣势和风险管理理论进行系统分析的基础上,用SWOT态势分析法对公司的优势、劣势、机会和威胁进行分析,归纳总结文献资料,对公司项目相关人员进行访谈,初步总结出氯碱工程EPC合同模式下存在的主要风险,并参考项目风险五维分解法,从因素维、时间维和环境维将风险进行三级分解,形成风险清单。在此基础上,进行风险问卷调查,调查人员涵盖公司与项目相关的不同部门不同级别。对调查结果进行排序,得出排名前十的风险因素,征对这十个风险因素产生原因进行分析,分析它们之间的内在联系,并提出风险应对措施。最后通过案例分析进一步证实风险管理在蓝星北化机氯碱工程EPC工程总承包项目中的必要性。
[Abstract]:With the domestic chemical industry entering the stage of structural adjustment, the state has increased the promotion of energy saving and emission reduction in the chemical industry, and the chlor-alkali industry has entered a critical period of capacity removal and transformation and upgrading. The chlor-alkali enterprises need to improve economic and social benefits by energy saving transformation, reducing energy consumption and operating costs. Under the circumstance, the product is put into the market as soon as possible with a small investment. Driven by the maximization of benefits, the traditional project management mode has a long construction period, and the shortcomings of excessive input of human resources in the early stage obviously can not meet the needs of the owners. The EPC contract mode is accepted by more and more owners. As the only set of R&D, design, manufacture, maintenance and renovation in China, Lanxing Beihua Machine is the only one. The professional company which provides complete chlor-alkali engineering services has good technical resources advantages. Under the huge market opportunities, the general contractor actively develops EPC engineering contracting business, keeps pace with the times, caters to customer needs, creates value for customers, and promotes its own market competitiveness. However, under the EPC contract mode, the general contractor undertakes most of it. Based on the actual situation of Blue Star Northern Chemical Machine, this paper analyzes the characteristics, advantages, disadvantages and risk management theory of EPC contract model, and uses SWOT situation analysis method to analyze the company's strengths, weaknesses, opportunities and risks. Threat analysis, summary of literature, interviews with relevant personnel of the company project, preliminary summary of the main risks in the EPC contract model of chlor-alkali project, and reference to the project risk five-dimensional decomposition method, from the factor dimension, time dimension and environmental dimension of the risk of three-level decomposition, the formation of a risk list. Questionnaire survey, the investigators cover the company and the project related departments of different levels. Ranking the results of the survey, the top ten risk factors were obtained, the causes of these ten risk factors were analyzed, the internal links between them were analyzed, and the risk response measures were proposed. Finally, through case analysis to further confirm the wind. The necessity of risk management in the EPC project of LAN-STAR chlor alkali engineering.
