依托“蓝线空间”的城市绿色基础设施系统构建研究

【摘要】：城市基础设施作为城市建设的基础性工程对城市生活、生产的保障作用早已为大众所认同,然而,传统的基础设施建设在支撑起城市发展的同时,也逐渐显现出对城市环境造成的负面影响,以及在城市空间高效利用方面的不足。新时代背景下,伴随着国家经济进入新常态,城市发展进入了相对稳定的阶段,城市规划建设正在由过去的重物、重量、重经济向以人为本,注重生存质量,以及城市环境、文化等多种因素的可持续发展方向转变,对城市空间和功能的开发建设也由原先的外部扩展转为内部优化。这一城市规划发展策略上由外转内的变化对城市本底建设提出了新的要求,也使得城市基础设施和环境建设成为了未来一段时间内城市规划的重要内容之一。城市中的绿色基础设施,是在传统以人为本的建设理念中引入生态环境这一影响因素的、现代意义上的基础设施的重要组成部分,通过一系列绿色基础设施构建起的城市绿色基础设施系统,不仅能够在未来继续为城市生产生活提供必要的市政服务,还能依托其自身的多种服务功能和空间网络特征,对城市的环境起到有利的支撑作用。从长远发展上看,对于这一系统的构建研究不仅限于解决当前城市环境问题,还是实现城市空间资源高效利用的基本策略之一,是对未来城市人与自然和谐、可持续发展策略的一次探索。而“蓝线空间”作为具有代表性的城市开放空间,将成为本次研究为城市绿色基础设施系统的初步构建选定的优先实施空间。本文对于城市绿色基础设施系统构建的研究主要集中在以下几个层面： (1)从绿色基础设施的角度反思当前城市规划的方法、策略的不足,提出在以往容易被忽略的绿色基础设施建设,是今后一段时间综合式的城市规划中不可或缺的重要部分,进而对本文的研究对象——城市绿色基础设施系统进行说明；(2)探讨城市绿色基础设施系统的构建问题,提出首先要明确实施空间以完成系统的初步建设；(3)为城市绿色基础设施系统的构建选取具有典型特征,且对城市有价值、有作用的实施空间——“蓝线空间”,进而以“蓝线空间”为依托,从构建策略和方式方法上进行城市绿色基础设施系统基础网络的构建研究；(4)运用上述研究成果,对滁河干渠风光带规划进行策略引导。
[Abstract]:The urban infrastructure, as the basic project of urban construction, has already been recognized by the public. However, the traditional infrastructure construction is supporting the development of the city, and the negative effect on the urban environment is also gradually shown. And the insufficiency of the efficient utilization of the urban space. In that new era, with the entry of the state economy into the new normal state, the development of the city has entered a relatively stable stage, and the construction of the urban planning is being made by the past heavy weight, the weight, the heavy economy to the people-oriented, the quality of life and the urban environment. The sustainable development direction of many factors, such as culture, is transformed, and the development and construction of the urban space and function is also changed from the original external expansion to the internal optimization. The development strategy of urban planning has put forward a new requirement on the background construction of the city from the change of the outside to the outside, and also makes the urban infrastructure and the environment construction become one of the important contents of the urban planning for some time in the future. The green infrastructure in the city is an important part of the infrastructure in the modern sense, which is introduced into the traditional people-oriented construction concept, which is an important part of the infrastructure in the modern sense, and is a city green infrastructure system constructed by a series of green infrastructure. Not only can provide the necessary municipal services for the urban production and life in the future, but also can support the environment of the city by relying on the various service functions and the space network characteristics of the city. In the long-term development, the construction of this system is not only limited to the current urban environment, but also one of the basic strategies to realize the efficient utilization of urban space resources, which is a exploration of the harmonious and sustainable development strategy of the city and nature in the future. The "Blue Line Space", as a representative urban open space, will be the first priority for the construction of the urban green infrastructure system. The research on the construction of the urban green infrastructure system is mainly focused on the following aspects: (1) to reflect on the current urban planning methods and strategies from the perspective of the green infrastructure, and to put forward the green infrastructure construction which is easy to be ignored in the past, It is an essential part of the comprehensive urban planning for a period of time, and then the study object _ city green infrastructure system is described; (2) the construction of the urban green infrastructure system is discussed. The first is to make clear the implementation of the space to complete the initial construction of the system, and (3) to select a typical characteristic for the construction of the urban green infrastructure system, and to implement the space _ "Blue Line Space" with value and function to the city, and then rely on the "Blue Line Space". In this paper, the construction of the basic network of the urban green infrastructure system is carried out from the construction strategy and the method. (4) The above research results are used to guide the planning of the wind band of the main canal of the city.
