【摘要】：农业、农村、农民构成的“三农问题”,是中国经济和社会发展的根本问题,必须解决。而农村劳动力转移正是解决“三农问题”的关键,是推进城乡统筹和全面建成小康社会的重要举措,这一人力资源重新分配的过程,对中国社会提高劳动生产率、促进农民增收有巨大作用,并对中国经济增长有重要意义。四川省雅安市位于四川盆地西缘,属欠发达地区,工业化、城镇化水平相对较低,传统农业占很大比重,农业人口比重较大,拥有的农村劳动力资源较多。雅安市经济社会发展和产业结构不断调整,很多农村劳动力流入城镇,向二三产业转移。而雅安市的“三农”问题实质上就是解决农民的就业问题,其主要途径就是要依靠农村劳动力转移,而在统筹城乡过程中也必须涉及农村劳动力转移。针对这样的实际情况,雅安市如何抢抓当前经济结构调整和灾后恢复重建的机遇,对现有农村劳动力进行有效转移、科学转移,无疑是雅安市提高农村经济发展稳定性和增加农民收入的一个重要课题。本文在实践调查的基础上,综合运用文献研究法、调查法、归纳总结等方法。通过收集近年来统计调查数据和配套政策文件,选取5个以上样本村,200名左右农村劳动力,分析雅安市农村劳动力转移途径和政策适用度,特别是分析在该区域现存的基本要素之间的主导作用,发现目前需要进一步改善的问题,在分析论证的基础上,提出切实可行的建议。本文在前期收集汇总了大量资料和数据,通过图表的方式,更直观地找出雅安市农村劳动力转移的途径、政策、问题及对策。本文引入研究课题的背景和意义,从劳动力的定义、农村劳动力的概念入手,梳理了国内外经典理论和成功经验,吸收理论和实践的有益成分。通过回顾雅安市建国以来农村劳动力转移的总体进程,重点分析了目前雅安市农村劳动力结构、特征和转移途径,并对雅安市针对农村劳动力转移出台的相关政策文件进行了梳理,在此基础上,可以总结出雅安市农村劳动力转移过程中还存在几方面问题：包括县域经济发展不平衡依然存在、工业化和城镇化程度相对不高、农村劳动力整体素质偏低、农村劳动力转移存在一定盲目性、就业体制存在缺陷、青壮年外出产生负效应的问题,并针对这些问题作者提出大力发展县域经济、统筹推进城镇化建设进程、提升农村劳动力专业技能、加强信息平台建设、提高农村劳动力创业意识、创新和完善政策体系、进一步加强农民工权益保障的对策和建议。
[Abstract]:The "three rural issues" formed by agriculture, rural areas and farmers is the fundamental problem of China's economic and social development and must be solved. The transfer of rural labor force is the key to solve the "three rural issues", is to promote urban and rural areas and the completion of a comprehensive well-off society in an important measure, the process of re allocation of the human resources and social Chinese to improve labor productivity, promote the increase of farmers' income has great effect, and has important significance for China economic growth. Ya'an city of Sichuan province is located in the western edge of Sichuan basin. It is an underdeveloped area. The level of industrialization and urbanization is relatively low. Traditional agriculture accounts for a large proportion. The proportion of agricultural population is large, and there are many rural labor resources. The economic and social development of Ya'an and the continuous adjustment of the industrial structure, many rural labor force into the cities and towns, to the two or three industry. The problem of agriculture, rural areas and farmers in Ya'an is essentially to solve the problem of farmers' employment. The main way is to rely on the transfer of rural labor force, and in the process of balancing urban and rural areas, we must also involve the transfer of rural labor force. According to the actual situation of the Ya'an City, how to seize the current economic structure adjustment and reconstruction of existing opportunities, rural labor transfer, effective transfer of science, is undoubtedly the Ya'an city to improve rural economic development and stability is an important task to increase the income of farmers. On the basis of the practical investigation, this paper uses the methods of literature research, investigation, summary and so on. In recent years, through the collection of survey data and supporting policy documents, select more than 5 sample villages, about 200 rural labor force, the analysis of rural labor transfer in Ya'an way and the policy applicability, especially the analysis of the leading role in the region between the basic elements of the existing, found that the current problems needed to be improved further, based on the analysis and demonstration last, put forward the feasible suggestion. This paper collected a lot of data and data in the early stage, and found out the ways, policies, problems and Countermeasures of the transfer of rural labor force in Ya'an more directly through charts. This paper introduces the background and significance of the research topic, starting from the definition of labor force and the concept of rural labor force, combing the classic theories and successful experience at home and abroad, and absorbing useful components of theory and practice. By reviewing the overall process of Ya'an city since the founding of the transfer of rural labor force, focusing on the analysis of Ya'an rural labor force structure, characteristics and ways of transfer, and the relevant policy documents issued in Ya'an for the transfer of rural labor force are summarized, on the basis of this, can be summed up some problems still exist in the process of the rural labor transfer in Ya'an city including: the unbalanced economic development still exists, the industrialization and the urbanization level is relatively high, low, the overall quality of rural labor transfer of rural labor has certain blindness and employment system deficiencies, young migrant negative problems, aiming at these problems the author puts forward the development of county economy, and promote the process of the construction of urban rural labor to enhance their professional skills, strengthen the construction of information platform, improve the rural labor force set The countermeasures and suggestions to further strengthen the protection of the rights and interests of migrant workers are made by the industry consciousness, innovation and improvement of the policy system.
