【摘要】:对外开放是世界经济发展的一大潮流,作为我国的一项长期基本国策,对外开放促进了我国体制改革和制度创新。目前,我国已经形成了全方位、多层次、宽领域、有重点的对外开放新格局。我国实行对外开放政策以来,不断推进开放的广度和深度,积极加强口岸建设,口岸与口岸经济取得了长足发展,进一步促进了我国的对外贸易、旅游、投资合作等外向型经济的发展。口岸不仅是国家对外开放的窗口,还是发展外向型经济的重要纽带。内蒙古自治区地域辽阔,位于中国北部边疆,北部同俄罗斯、蒙古国接壤。在内蒙古4221公里边界线上,中蒙两国边界线3103公里,内蒙古对蒙古国的边境口岸有10个。20世纪90年代以来,内蒙古自治区政府积极推行对外开放政策,重视边境口岸开发建设,为对外开放和国际经济合作创造了有利条件。然而,当前内蒙古对蒙古国边境口岸物流发展滞后,严重制约了口岸经济的发展。因此,本文通过研究内蒙古对蒙古国边境口岸物流体系建设重点和支撑体系,提出相关政策建议,,在一定程度上能够推动内蒙古对蒙古国边境口岸区域经贸的发展,也对将内蒙古建设成我国向北开放的重要桥头堡和充满活力的沿边经济带具有一定的启示意义。 论文以增长极理论、产业集聚理论、跨国增长三角理论为理论基础,采用文献分析方法、实地调研法、层次分析法与打分法相结合的方法研究内蒙古对蒙古国边境口岸物流的发展现状、存在问题,物流体系的建设重点与支撑体系,并提出相关政策和建议。论文分为四个部分,第一部分(第1、2章),第一章介绍研究背景、研究意义、相关研究综述、研究内容及创新点,第二章阐述相关概念、理论。第二部分(第3章),通过分析内蒙古对蒙古国边境口岸物流发展现状,总结主要存在问题及发展面临机遇。第三部分(第4、5章),第四章通过层次分析法与打分法结合分析判断物流节点重要度,提出内蒙古对蒙古国边境口岸体系建设及其支撑体系,第五章提出相关政策和建议。第四部分(第6章),在以上分析和研究的基础上,得出本论文主要研究结论,并提出未来的研究展望。 本论文创新点主要有: 第一,从系统的角度进行研究。本文将内蒙古对蒙古国边境口岸这一特殊区域物流作为一个系统进行研究,丰富了学术界关于内蒙古对蒙古国边境口岸物流的学术研究成果。 第二,研究方法创新。本研究采用层次分析法与打分法相结合,对内蒙古对蒙古边境口岸物流节点的重要度进行测度,为内蒙古对蒙古国边境口岸物流体系建设提供依据,从研究方法上是一种创新。
[Abstract]:Opening to the outside world is a great trend of world economic development. As a long-term basic national policy of China, opening to the outside world has promoted our system reform and system innovation. At present, China has formed a new pattern of omni-directional, multi-level, wide field and key opening to the outside world. Since the implementation of the policy of opening to the outside world, China has been promoting the breadth and depth of opening up, and actively strengthened port construction. The port and port economy has made considerable progress, and further promoted the development of China's outward oriented economy such as foreign trade, tourism and investment cooperation. The port is not only the window of the country's opening to the outside world, but also an important link for the development of the export-oriented economy. The Inner Mongolia Autonomous Region is a vast territory, located in the northern frontier of China, and the northern part of the country is bordering Russia and Mongolia. On the 4221 km border of Inner Mongolia, the border line between China and Mongolia is 3103 kilometers, and there are 10 border ports of Inner Mongolia to Mongolia. Since 1990s, the government of the Inner Mongolia Autonomous Region has been carrying out the policy of opening to the outside world, laying stress on the development and construction of border ports and creating favorable conditions for opening to the outside world and international economic cooperation. However, Inner Mongolia is lagging behind the logistics development of the border port of Mongolia at present, which seriously restricts the development of port economy. Therefore, through the study of Inner Mongolia on the Mongolia's frontier port logistics system construction and support system, and puts forward relevant policy suggestions, to promote Inner Mongolia to the border of Mongolia's regional economic development to a certain extent, also to build Inner Mongolia into an important bridgehead in China to open and has the certain enlightenment significance of vibrant border economic belt.
