【摘要】：城镇化是我国现代化发展的重要标志。当前,我国正处于经济社会发展的转轨时期,同时当前世界经济结构正处于高度调整期,已有的经济秩序被打破,新的秩序在探索之中,中国社会发展与改革将面临双重环境的深刻影响。当前城镇化处于发展关键期,城镇化是扩大内需的最大潜力,推动城镇化继续向前发展既有机遇也有挑战。探索一条适合我国国情的城镇化道路,必须立足当前国情,把握发展机遇和条件,走可持续发展的城镇化道路。改革开放以来,城镇化发展快速,城镇人口迅速增加、城镇规模不断扩大、城镇基础设施不断完善、城镇功能增强,体制改革也取得进展等,但城镇化的问题和矛盾凸显,表现在：土地财政依赖程度积重难返、户籍樊篱难突破、利益结构难调整、投融资平台问题严重、“四化”不能同步协调发展。如不妥善及时解决这种种问题,将影响社会稳定以及城镇化健康快速发展。本研究主要从体制、制度、政策三个层面剖析这些问题产生的原因。本文基于传统城镇化不可持续发展,探究新型城镇化的推进路径。从传统城镇化出发,以马克思主义城市化学说、公共治理理论、科学发展观为指导,从历史与现实、理论与实际相结合的视角,本文主要针对当前我国传统城镇化质量不高,从而就如何有效解决城镇化质量不高的问题和矛盾,试从三个层面进行探究新型城镇化推进路径,体制层面上,必须进一步改革、完善中央与地方关系体制、改革利益固化的城乡管理体制、回归市场导向的发展体制；制度层面上,必须改革僵化的户籍制度、变革现行的土地管理制度、改革和完善城乡社会保障制度以及改革现行的地方政府绩效考核制度；政策层面上,必须协调推进“四化”同步发展、制定科学的城市规划、改革现行的投融资政策、切实执行城乡一体化发展政策。研究新型城镇化的推进路径,以期实现人的城镇化,获得城镇化健康快速发展。
[Abstract]:Urbanization is an important symbol of modernization of our country. At present, our country is in the transition period of economic and social development, at the same time, the current world economic structure is in the height adjustment period, the existing economic order was broken, the new order in the exploration, Chinese social development and reform will face profound impact on the environment. The current dual in a critical period of development of urbanization, urbanization is the greatest potential to expand domestic demand, promote urbanization continues to advance, there are both opportunities and challenges. To explore a road of urbanization for China's national conditions, must be based on the current situation, grasp the development opportunities and conditions, urbanization and sustainable development.
Since the reform and opening up, the rapid development of urbanization, the urban population increased rapidly, urban scale expanding, urban infrastructure continues to improve, enhance urban functions, has also made progress in reform, but the urbanization problems and contradictions, manifested in: financial dependence on land accumulation, household registration barriers to break through, difficult to adjust the interest structure. The problem of investment and financing platform "serious, coordinated development of four. If not properly solve this kind of problem, will affect social stability and healthy development of urbanization. This research mainly from the system, system, three aspects of policy analysis of the causes of these problems.
Based on the traditional urbanization sustainable development, promote the path exploration of the new urbanization. How to effectively solve the problem of urbanization is not high quality problems and contradictions, try to explore new urbanization path from three aspects, the system aspect, we should further reform and improve the central and local relations system, reform of the interests of curing rural management system, development system return to market-oriented; system level, must to reform the rigid household registration system, reform the current land management system reform and improve the social security system in urban and rural areas and the reform of the current local government performance evaluation system; The policy level, must coordinate and promote the "four modernizations" synchronous development, make the scientific city planning, reform the current investment and financing policy, earnestly implement the policy to promote the integration of urban and rural development. The research path of new towns, in order to obtain the realization of urbanization, urbanization healthy and rapid development.
