【摘要】：自上世纪80年代以来,人类全面阐述了可持续发展的概念,更加重视人与自然环境之间的可持续协调发展,可持续协调发展问题是当今世界研究的焦点问题。作为一种崭新的发展观念,可持续发展需要应用到具体的区域。可持续发展是许多学科,如地理学,生态学,经济学,管理学,社会学和哲学,以及其他学科共同关心的重大问题之一。寻求可持续发展是人类发展的必然归宿。文章根据山西省的实际情况,结合相关文献,建立了山西省可持续发展能力评价指标体系,采用相关的统计数据,运用主成分分析(PCA)和数据包络分析(DEA)对山西省2002-2011年的可持续发展能力的变化趋势进行评价,以期能为山西省制定相关的可持续发展对策和战略提供参考。研究结果如下：(1)山西省2002-2011年劳动力和资金投入综合指数、资源消耗综合指数、环境污染综合指数、经济发展综合指数、社会发展综合指数和人口发展综合指数基本呈逐年上升趋势,山西省应进一步提高资源利用效率,转变经济发展方式。(2)基于DEA的综合指标评价显示：2005、2007、2008、2009、2011年评价结果为DEA有效,2002、2003、2004、2006、2010年均为非技术有效,近十年内有五年DEA有效说明在山西省发展过程中已经注意到了整个社会-经济.自然系统的协调发展,设法提高投入产出的效率。(3)通过对6种不同方案的DEA评价分析可知,山西省在发展过程中环境因素对山西省的可持续发展起到的作用有限,所以山西省应进一步加强环境治理的力度。(4)提出山西省自然-社会-经济系统持续发展的建议：加大资金投入,加强环境污染治理力度；加快产业结构调整的进程；积极推行清洁生产和发展循环经济；提高人口素质,控制人口数量。
[Abstract]:Since -20s, human beings have comprehensively expounded the concept of sustainable development and paid more attention to the sustainable and coordinated development between human and natural environment. As a new concept of development, sustainable development needs to be applied to specific regions. Sustainable development is a lot of disciplines, such as geography and ecology. Economics, management, sociology and philosophy, as well as other disciplines of common concern one of the major issues. The pursuit of sustainable development is the inevitable destination of human development. According to the actual situation in Shanxi Province. Combined with relevant literature, the evaluation index system of sustainable development ability of Shanxi Province is established, and relevant statistical data are adopted. Principal component Analysis (PCA) and data Envelopment Analysis (DEAA) were used to evaluate the trend of sustainable development in Shanxi Province from 2002 to 2011. The research results are as follows: 1) the comprehensive index of labor force and capital investment in Shanxi Province from 2002 to 2011. The comprehensive index of resource consumption, environmental pollution, economic development, social development and population development are on the rise year by year. Shanxi Province should further improve the efficiency of resource utilization. The comprehensive index evaluation based on DEA shows that the evaluation result of DEA in 2011 is DEA. In 2010, all of them were non-technical effective. In the past ten years, five years of DEA have effectively explained that the coordinated development of the whole socio-economic and natural system has been noticed in the development process of Shanxi Province. Through the DEA evaluation and analysis of six different schemes, it can be seen that the environmental factors of Shanxi Province play a limited role in the sustainable development of Shanxi Province in the process of development. Therefore, Shanxi Province should further strengthen the intensity of environmental control. (4) put forward the suggestions of sustainable development of natural, social and economic system in Shanxi Province: increase the investment of funds, strengthen the intensity of environmental pollution control; Speeding up the process of industrial structure adjustment; Actively promoting cleaner production and developing circular economy; Improve the quality of the population, control the number of population.
