【摘要】：现代社会的发展使得食品安全问题越来越突出，食品安全问题已经成为全社会关注的焦点问题。频发的食品安全事件，加剧了食品市场的复杂性，使得消费者越来越没有能力去判断食品的安全质量，个人显得无能为力，因此越来越仰仗政府。食品安全拷问着政府的食品安全监管能力，是当前政府必须努力应对的重大挑战之一。基于此，本文以《人民日报》作为研究视角，借助2002年—2013年《人民日报》食品安全相关报道，在此基础上建立数据库进行资料分析，梳理我国食品安全监管的现状与问题。以《人民日报》作为研究视角，主要基于该报作为全国权威性的报纸，是官方媒体的重要载体之一，能够以最为鲜活的史料呈现食品安全监管的现状及问题。因此，本文讲述的并非一般意义上的食品安全监管，而主要是《人民日报》视角下的食品安全监管图景。故本文提出的问题是，在《人民日报》视角下我国食品安全监管存在的问题是什么、为什么会导致这些监管问题的存在、如何完善我国食品安全监管的路径选择等。针对这些问题，，对数据库内容进行文本分析，深入挖掘，“让事实说话、用数字证明”，重点研究《人民日报》视角下我国食品安全监管现状、食品安全监管存在的问题与原因分析以及完善食品安全监管的路径选择，为完善我国食品安全监管提供借鉴经验。
[Abstract]:The development of modern society makes the food safety problem is becoming more and more serious, food safety problem has become the focus of the whole society. Food safety incidents, exacerbated by the complexity of the food market, making more and more consumers do not have the ability to judge the quality of food safety, so more and more person appears incapable of action, rely on government food safety torture. A food safety regulatory capacity of the government, the government must be one of the major challenges to deal with.
Based on this, the "people's Daily" as a research perspective, by 2002 - 2013 "people's Daily" food safety related reports, based on the data analysis of database, combing the current situation and problems of China's food safety supervision. In "people's Daily" as a research perspective, mainly based on the newspaper as the authoritative the newspaper is one of the important carrier of the official media, to present the status quo and problems of food safety supervision is the most vivid historical data. Therefore, the food safety supervision is not a general sense, but mainly "food safety supervision from the perspective of people's Daily > picture.
So this question is, what is the existence of food safety supervision in China from the perspective of "people's Daily" problem, why would lead to these regulatory problems, how to improve the path selection of China's food safety supervision and so on. To solve these problems, text analysis, in-depth excavation of the contents of the database, let the facts speak using digital certificates ", focus on" people's Daily "from the perspective of China's food safety regulatory status quo, problems and causes of food safety supervision and the ways to improve the food safety supervision, provide a reference for the experience of China's food safety supervision perfect.
