【摘要】:面对近年来不断走高的房价和居民迫切的住房需求之间的矛盾,特别是面对中低收入阶层现实的住房需求,我国加快了住房保障体系的建设。在廉租房和经济适用房无法满足新就业人员、城市中低收入阶层和外来务工人员等“夹心层”群体住房需求的情况下,公共租赁住房制度应运而生。随着2014年公共租赁住房与廉租房的并轨,公共租赁住房在非产权性保障房中的地位和作用就更加重要了。具体对上海而言,作为中国最具活力的城市之一,面对不断涌入的外来务工人员、新就业人员以及由上海大量产业工人形成的城市中低收入人群,如何解决他们的住房需求、让他们安心为上海的发展服务成为当务之急。公共租赁住房恰能较好地解决这个问题。公共租赁住房管理制度作为整个公共租赁住房体系的核心,对其进行研究是很有现实意义的。虽然目前国内对公共租赁住房制度的研究成果不少,但多集中在对公共租赁住房整体体系框架的设计上,对于公共租赁住房管理制度的研究可谓凤毛麟角。本文通过对上海市公共租赁住房管理制度的详细解剖,找寻出起步阶段的上海市公共租赁住房政策体系中存在的问题,为该制度未来实现良性循环提出解决之道。在阐述了公共租赁住房的含义、基本特征和公共租赁住房政策存在的理论基础之后,围绕上海市公共租赁住房管理制度,文章重点对其中的房源供给、准入条件、租金确定、退出机制等四个方面逐一进行了详尽的剖析,发现在这四个方面分别存在房源筹集渠道单一、数量有限,准入条件设定不科学,租金定价机制有违公平和退出机制形同虚设等问题。随后,文章对美国公共住房、德国福利房、新加坡组屋和香港公屋等的运营管理进行了全方位的介绍,总结了这些国家(地区)公共租赁住房管理制度中的成功之处,为解决上海市公共租赁住房管理制度中存在的问题提供可资借鉴的经验。在完成了上述一系列的介绍、比较、分析、总结之后,作者尝试提出了完善上海市公共租赁住房管理制度的解决方案,具体包括吸引社会资本参与以扩大房源筹集渠道、构建公共租赁住房的分类准入标准、按“租金收入比”原则和“成本-收益模型”确定公共租赁住房的租金和建立监督、惩罚、激励三位一体的退出机制等。通过本文的理论与对策研究,笔者希望能为上海市公共租赁住房管理制度的完善提供有益的建议,以促进其未来的发展,为该制度更好地服务于中低收入人群的住房需求保驾护航。
[Abstract]:In the face of the contradiction between the rising housing prices and the urgent housing demand of the residents in recent years, especially in the face of the real housing needs of the middle and low income class. China has accelerated the construction of housing security system. In the case of low-rent housing and comfortable housing can not meet the new employment, urban low-income and migrant workers and other "sandwich layer" groups of housing needs. Public rental housing system emerged as the times require. With the combination of public rental housing and low-rent housing in 2014, the status and role of public rental housing in non-proprietary indemnificatory apartment is even more important. As one of the most dynamic cities in China, facing the continuous influx of migrant workers, new workers and the formation of a large number of industrial workers in Shanghai city low- and middle-income people, how to solve their housing needs. It is urgent for them to serve the development of Shanghai at ease. Public rental housing can solve this problem well. The management system of public rental housing is the core of the whole public rental housing system. Although there are a lot of domestic research results on the public rental housing system, most of them focus on the design of the overall system framework of public rental housing. The research on the management system of public rental housing is rare. This paper analyzes the management system of public rental housing in Shanghai in detail. To find out the initial stage of the Shanghai public rental housing policy system problems, for the future of the system to achieve a virtuous cycle of solutions, in the elaboration of the meaning of public rental housing. After the basic characteristics and the theoretical basis of the existence of public rental housing policy, around the Shanghai public rental housing management system, the article focuses on the supply of housing, access conditions, rent determination. The withdrawal mechanism and other four aspects of the detailed analysis, found that in these four areas, there are a single source of housing financing channels, a limited number of access conditions are not scientific. Rent pricing mechanism is contrary to fairness and exit mechanism. Then, the article introduces the operation and management of American public housing, German welfare housing, Singapore housing and Hong Kong public housing. The success of public rental housing management system in these countries (regions) is summarized. In order to solve the problems in the management system of public rental housing in Shanghai to provide lessons for reference. After the completion of the above series of introduction, comparison, analysis, summary. The author tries to put forward a solution to perfect the management system of public rental housing in Shanghai, including attracting the participation of social capital in order to expand the sources of housing raising channels, and to construct the classified admission criteria of public rental housing. According to the principle of "rent income ratio" and "cost-income model" to determine the rent of public rental housing and the establishment of supervision, punishment, incentive trinity exit mechanism and so on. The author hopes to provide useful suggestions for the improvement of Shanghai public rental housing management system in order to promote its future development, and to better serve the housing needs of low and middle income people.
