低碳经济背景下开封市产业结构调整研究

【摘要】：低碳经济是人类为了遏制全球变暖而提出的一种发展理念,其核心就是使经济的增长由高能源消耗和高碳排放模式转换为低能源消耗和低碳排放模式,其实现的最重要的途径是调整产业结构。目前我国经济发展呈现出高能源资源消耗以及高碳排放特征,而且存在产业层次落后、产业关系失衡等矛盾,已处于必须调整产业结构以促进低碳经济落实的关键时期。特别的,低碳经济发展的基础单元是城市经济。本文便是以此为切入点,选取经济发展与环境保护存在突出矛盾的开封市作为研究对象,对其在低碳经济背景下的产业结构调整问题进行了深入的分析和探讨。在SWOT分析的前提下,本文以开封市的优势、机会、劣势、威胁等因素为基础展开研究。首先从产业结构调整层面对开封市的主导产业进行识别,然后从低碳经济层面对开封市的能源资源消耗情况和碳排放情况进行分析。在综合考虑区位商、能源消耗强度、碳排放强度三个指标后,将开封市的三次产业细分为高能耗高碳排放型非主导产业、高能耗高碳排放型主导产业、低能耗低碳排放型非主导产业、低能耗低碳排放型主导产业四种类型,并设计出相应的关停淘汰、节能减排、改造升级、鼓励扶持调整模式,同时对这四种调整模式的实施路径进行了详细的规划。最后,为保证规划的路径能够有力的推进和实施,从宏观和微观角度提出了一些具体的政策建议,包括坚持两个统一原则、调整三产比例、推进产业集群建设和建立创新体系等。本文的创新在于对主导产业划分时综合考虑了区位商运—经济指标和能耗强度、碳排放强度两个环境指标,更注重主导产业选择与区域环境及可持续发展的相互关系,理论意义重大,并且基于微观视角,从城市经济切入研究,由此提出的政策建议操作性更强,示范效应也更好,实践意义重大
[Abstract]:Low-carbon economy is a development concept put forward by human beings in order to curb global warming. Its core is to change the economic growth from high energy consumption and high carbon emissions to low energy consumption and low carbon emissions. The most important way to realize it is to adjust the industrial structure. At present, the economic development of our country presents the characteristics of high energy resource consumption and high carbon emission, and there are some contradictions such as backward industrial level and unbalanced industrial relations. In particular, the basic unit of low-carbon economy development is the urban economy. This is the starting point of this paper. In this paper, Kaifeng City, which has outstanding contradiction between economic development and environmental protection, is selected as the research object, and its industrial structure adjustment under the background of low carbon economy is deeply analyzed and discussed. In the premise of SWOT analysis, this paper based on the advantages, opportunities, weaknesses, threats and other factors of Kaifeng. First of all, from the industrial structure adjustment level to identify the leading industry in Kaifeng. Then from the low carbon economic level of Kaifeng energy resources consumption and carbon emissions analysis. After comprehensive consideration of location quotient, energy consumption intensity, carbon emission intensity three indicators. The three industries in Kaifeng City are divided into four types: high energy consumption and high carbon emission industry, high energy consumption and high carbon emission type leading industry, low energy consumption and low carbon emission type non-leading industry, low energy consumption and low carbon emission type leading industry. And designed the corresponding shutdown elimination, energy saving and emission reduction, upgrading, encouraging to support the adjustment model, and at the same time, the implementation of the four adjustment mode of detailed planning. Finally. In order to ensure the path of planning can be vigorously promoted and implemented, from the macro and micro point of view, put forward some specific policy recommendations, including adhere to the two unified principles, adjust the ratio of three industries. To promote the construction of industrial clusters and the establishment of innovation systems. The innovation of this paper lies in the comprehensive consideration of regional quotient economic index and energy intensity and carbon emission intensity in the division of leading industries. Pay more attention to the relationship between leading industry selection, regional environment and sustainable development, theoretical significance, and based on the micro perspective, from the perspective of urban economy, the policy recommendations put forward from the operational stronger. The demonstration effect is also better, and the practice is of great significance.
