京津冀协同发展下天津专利发展对策研究

【摘要】：进入新世纪以来,全球范围内,知识产权已经成为国家及区域间科学技术、经济贸易等合作与竞争发展的重要游戏规则和竞争筹码。面对这一形势的挑战,专利作为知识产权最重要的类型,国内外都在大力加强对专利的创造、运用、管理和保护的研究和实践。2014年2月,京津冀协同发展纳入重大国家战略,11月国务院常务会议又专门部署加强知识产权保护和运用,助力创新创业升级“中国制造”。京津冀协同发展中,三地产业结构各具优势,也具有较强的互补性。而专利作为重要的生产要素和社会资源,说到底,关键是谁拥有更多的核心专利,谁更好地运用专利制度,谁就在协同发展中掌握主动和先机。近年来,天津专利发展抓住滨海新区开发开放纳入国家发展战略的重要机遇,实现了专利的快速发展,仅2010年至2013年,天津的专利申请量增长了2.4倍,万人均发明专利拥有量达到9件以上,在全国连续两年知识产权保护社会满意度调查中保持得分第一。天津专利综合实力的显著增强,为天津创新驱动提供有力支撑。京津冀协同发展又为天津专利发展带来新的重大发展机遇。本论文系统研究分析了北京、天津和河北省协同发展,这个大的发展环境背景下,三地产业特点情况和三地专利情况,深入探讨天津专利发展面临的国内外形势、发展环境和成效特点,存在的问题及制约发展的瓶颈,并以此基础上提出天津专利发展的对策建议,为天津抓住京津冀协同发展重大机遇,加快创新驱动步伐,加快转变经济发展方式,提高天津核心竞争实力,实现天津城市发展定位提供参考。
