浙江省教育财政支出规模及结构与经济增长关系的实证研究

【摘要】：教育财政支出是政府对教育的直接财政投入,占教育经费来源的绝大部分比重,对教育的发展具有不可替代的意义。人力资本理论和内生增长理论都认为,通过对劳动者的知识、教育的投资可以形成人力资本,具有报酬递增的特性,对经济增长具有促进作用。本文搜集统计了浙江省2002年—2011年的教育财政支出、资本、劳动力和GDP等相关数据,以人力资本理论和内生增长理论为支撑,在柯布—道格拉斯生产函数中加入教育财政支出,构建计量模型,运用EVIEWS软件进行计量分析,研究浙江省教育财政支出与地方经济增长水平之间的关系。研究发现,通过格兰杰因果检验可知浙江省的教育财政支出、资本和劳动力共同构成GDP增长的格兰因；利用VAR模型和脉冲反应图进行分析,显示出浙江省的总体教育财政支出对GDP具有正向冲击作用；对浙江省的初等、中等和高等教育财政支出与GDP作最小二乘回归发现,2002年至2011年间浙江省的初等和中等教育财政支出对经济增长的促进作用较大,高等教育财政支出对经济增长的促进作用不如前两者明显。论文提出应该加大教育财政的投入,使其与经济增长形成良性互动,相互促进；同时通过产业结构优化升级实现教育投入和劳动者人力资本的更大收益。
[Abstract]:Education financial expenditure is the government's direct financial investment in education, accounting for the majority of the education funding source, which has irreplaceable significance for the development of education. The theory of human capital and endogenous growth theory both believe. Through the knowledge of workers, the investment in education can form human capital, with the characteristics of increasing returns. This paper collects and statistics the relevant data of education finance expenditure, capital, labor force and GDP in Zhejiang province from 2002 to 2011. With the support of human capital theory and endogenous growth theory, this paper adds educational financial expenditure to the production function of Cobb-Douglas, constructs the measurement model, and uses EVIEWS software to carry on the measurement analysis. This paper studies the relationship between educational financial expenditure and local economic growth level in Zhejiang Province, and finds out that the education fiscal expenditure of Zhejiang Province is determined by Granger causality test. The capital and labor force together constitute the Glen in the growth of GDP; By using VAR model and pulse response diagram, it is shown that the total educational expenditure of Zhejiang Province has a positive impact on GDP. The financial expenditure and GDP of primary, secondary and higher education in Zhejiang Province were found by least square regression. From 2002 to 2011, the fiscal expenditure of primary and secondary education in Zhejiang Province contributed a lot to economic growth. The effect of higher education expenditure on economic growth is not as obvious as that of the former two. The paper puts forward that the investment of education finance should be increased to make it interact positively with economic growth and promote each other. At the same time, through the optimization and upgrading of industrial structure to achieve greater income from educational input and human capital.
