基于兵团第十二师城镇化发展的土地差别化政策研究

【摘要】：目前,我国城镇化处于快速发展阶段,土地供需矛盾十分突出。从地域上来看,由于我国东、西部地区发展不平衡,西部地区城镇化发展较慢,而我国实行一刀切的土地政策,并且很多政策出台的目的在于规范东部沿海地区城镇化的发展,这些政策已经不能和西部地区的城镇化发展相适应。我国“十二五”规划纲要明确提出“落实节约优先战略,全面实行资源利用总量控制、供需双向调节、差别化管理”的要求,如何运用差别化的土地政策保障城镇化发展成为当前的一个突出问题。本研究以十二师为例,对十二师城镇化发展中遇到的土地问题进行调研,归纳总结十二师在用地计划、耕地保护、土地审批、地价政策、集约用地等方面存在的困境,通过借鉴我国其他地区实行的差别化土地政策经验,论证了十二师实行差别化土地政策的必要性,构建了十二师城镇化发展的土地差别化政策的体系。从工业园区、城镇主体发展区、区域土地利用三个方面提出了不同区域土地差别化政策,从用地计划倾斜、耕地异地补充、精简土地审批三个方面提出了用地管理差别化政策。同时,从国家政策倾斜、建立监控预警体系、相关政策配套协调等方面提出了十二师实施土地差别化政策的保障措施。
[Abstract]:At present, China's urbanization is in a rapid stage of development, land supply and demand contradictions are very prominent. From a geographical point of view, due to the unbalanced development of the eastern and western regions of China, the development of urbanization in the western region is slow. But our country carries out a one-size-fits-all land policy, and the purpose of many policies is to standardize the development of urbanization in the eastern coastal areas. These policies can no longer be adapted to the development of urbanization in the western region. The outline of the 12th Five-Year Plan of our country clearly puts forward "implementing the strategy of saving priority, comprehensively implementing the total amount control of the utilization of resources, and regulating the supply and demand in both directions." According to the requirement of differential management, how to use differential land policy to ensure the development of urbanization has become a prominent problem. This study takes 12 Division as an example. This paper investigates the land problems encountered in the urbanization development of the 12 Division and summarizes the difficulties of the 12 Division in land use plan, cultivated land protection, land approval, land price policy, intensive land use and so on. Based on the experience of the differentiated land policy in other regions of China, the necessity of implementing the differentiated land policy in the 12 Division is demonstrated. The system of land differentiation policy for the development of urbanization in 12 division is constructed. From three aspects of industrial park, urban main development area and regional land use, different regional land differentiation policy is put forward, which is inclined from land use plan. At the same time, from the perspective of national policy, the paper puts forward the policy of land management differentiation, and establishes the monitoring and warning system. Related policy coordination and other aspects of the 12 Division to implement land differentiation policy safeguards.
