马克思主义城镇化思想视域下漳州新型城镇化发展研究

【摘要】：城镇化的推进，城镇化水平的提高是人类社会发展的必然趋势。党的十八大将城镇化上升为全面建设小康社会载体和实现经济发展方式转变的重点，强调要“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路”，，明确了中国的特色城镇化是与时俱进的新型城镇化。党的十八届三中全会再次阐明了新型城镇化建设的目标、原则以及可实施的方针政策，进一步助推了我国城镇化的发展。中国的城镇化发离不开各省市、各地区的城镇化，但地区差异使得城镇化发展不能简单的套用其他地区的经验。目前，漳州城镇化水平低且区域内发展不平衡、城镇化滞后于工业化发展、城镇化发展后劲不足、城市规划、建设与综合管理不协调等等，已成为制约漳州乃至厦漳泉同城化中经济社会发展的瓶颈。研究漳州新型城镇化的发展，将有助于统筹城乡协调发展、培育福建省区域经济增长极、促进产业结构的优化升级。论文以马克思主义城镇化思想为指导，结合漳州城镇化建设过程中存在的问题，提出推进漳州新型城镇化发展的思路与对策。总体来说，漳州新型城镇化应形成“一中心六组团”的“大漳州”城市发展格局，构建“一核两湾”的新型城镇化体系的发展思路；坚持以人为本为核心，兼顾城乡融合与统筹发展，既要提高新型城镇化发展速度，又要注重新型城镇化质量的提升，最终实现彰显漳州特色的文化与生态名城的美好愿望。
[Abstract]:The promotion of urbanization and the improvement of urbanization level are the inevitable trend of the development of human society. The 18 Party of China will take urbanization as the carrier of building a well-off society in an all-round way and realize the transformation of the mode of economic development. Emphasis should be placed on "adhering to the road of new-type industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics". It is clear that urbanization with Chinese characteristics is a new type of urbanization that keeps pace with the times. The third Plenary session of the 18 CPC Central Committee once again expounded the objectives, principles and principles of the construction of new urbanization and the principles and policies that can be implemented. It further boosts the development of urbanization in China. China's urbanization can not be separated from the provinces, cities and regions of urbanization, but regional differences make urbanization development can not simply apply the experience of other regions. At present. Zhangzhou low level of urbanization and uneven development within the region, urbanization lags behind the development of industrialization, insufficient stamina of urbanization development, urban planning, construction and comprehensive management and so on. It has become the bottleneck of the economic and social development in Zhangzhou and even in the urbanization of Xia Zhangquan. Studying the development of new urbanization in Zhangzhou will help to coordinate the development of urban and rural areas and foster the regional economic growth pole of Fujian Province. To promote the optimization and upgrading of industrial structure. Under the guidance of Marxist thought of urbanization, combined with the problems existing in the construction of Zhangzhou urbanization, this paper puts forward some ideas and countermeasures to promote the development of new urbanization in Zhangzhou. The new urbanization of Zhangzhou should form the "big Zhangzhou" urban development pattern of "one center and six groups", and construct the new urbanization system of "one core and two bay". Adhere to people-oriented as the core, both urban and rural integration and overall development, not only to improve the pace of new urbanization, but also to pay attention to the quality of new urbanization.
