土地财政、城镇化与产业结构

【摘要】:在推动我国现代化和城镇化进程中,土地财政作为增加地方财政收入的重要方式之一,为城镇发展和现代化建设做出了突出贡献。但随着土地财政的日益膨胀,其负面作用也逐渐显现。地价飙涨、房价攀升、人地矛盾突出、地方债务问题等都与土地财政有着千丝万缕的联系。作为转型期的一种社会经济现象,土地财政是具有时代意义的学术问题,值得进行深层次的思考和研究。 本文在对我国土地财政产生背景和现状的分析基础上,研究了我国土地财政对城镇化与产业结构的影响。研究表明,在土地财政的推动下,城镇规模扩大,城镇化进程加快。但是土地财政在推高地价的同时也导致房价的过度上涨,城镇生活成本增加,一定程度上阻碍了人口城镇化的进程,形成土地与人口城镇化不同步的现象。在对产业结构的影响上,通过推动城镇建设,土地财政也促进了近年来房地产业和建筑业的繁荣,为工业发展提供了市场和劳动力,但是土地价格的大幅提高,引起厂房租金成本和劳动力工资上涨的连锁反应,导致工业成本攀升,又反过来制约了工业的发展。实证结果表明,土地财政对推动城镇化的确有一定的正向作用;土地财政对工业的作用是两面的,一方面土地价格与工业比重呈现负相关关系,去工业化作用明显,这与我国尚处于工业化、城镇化发展初期的国情是不相符的;另一方面,由于土地财政能一定程度上推动城镇化进程,城镇化能为工业提供了劳动力和空间,又间接促进了工业的发展。因此必须正确全面地看待土地财政,有效地推动土地财政改革,促进我国城镇化和产业结构向着健康可持续方向发展。
[Abstract]:In the process of promoting the modernization and urbanization of our country, land finance, as one of the important ways to increase the local financial revenue, has made outstanding contributions to the development and modernization of cities and towns, but with the increasing expansion of land finance. Its negative effect also gradually appears. Land price skyrocketing, house price rising, the contradiction between people and land prominent, the local debt problem and so on all have the inextricable connection with the land finance. As a kind of social economic phenomenon in the transition period. Land finance is an academic problem with the significance of the times, which is worthy of deep thinking and research. Based on the analysis of the background and present situation of land finance in China, this paper studies the impact of land finance on urbanization and industrial structure. However, the land finance not only pushes up the land price, but also leads to the excessive rise of house prices and the increase of the cost of living in cities and towns, which to a certain extent hinders the process of population urbanization. In terms of the influence on the industrial structure, land finance has also promoted the prosperity of real estate and construction industry in recent years by promoting the construction of cities and towns. Market and labor force have been provided for industrial development, but the sharp increase in land price has led to the chain reaction of factory rental cost and labor wage increase, leading to the rise of industrial cost. In turn, it restricts the development of industry. The empirical results show that land finance does play a positive role in promoting urbanization. The role of land finance on industry is two-sided. On the one hand, the land price has a negative correlation with the proportion of industry, and the effect of deindustrialization is obvious, which is still in industrialization with our country. The initial development of urbanization is inconsistent with the national conditions; On the other hand, because land finance can promote urbanization process to some extent, urbanization can provide labor force and space for industry, and indirectly promote the development of industry. Effectively promote the land finance reform and promote the urbanization and industrial structure of our country to develop healthily and sustainably.
