新型城镇化战略下浙江省中心镇发展的关键问题研究

【摘要】：改革开放以来,我国城市化不断推进。在当下“以城带乡,以工促农”机制统筹城乡发展和注重城镇化质量的新型城镇化背景下,中心镇的重要作用日益突显。本文基于新型城镇化的时代背景,回顾了城镇化发展的一般规律和动力机制,梳理了中心镇发展的相关理论,进而从理论层面对中心镇在新型城镇化战略中的地位和作用进行了探讨；结合调查和统计数据,论文分析了浙江省中心镇的发展现状和发展态势,并以苍南县龙港镇为实例,通过个案调查,阐明了新型城镇化战略下浙江省中心镇发展面临的一些关键问题并进而提出了较有针对性的对策和建议。以人口城镇化为导向,论文认为,当前中心镇急需解决的关键问题包括就业问题、户籍制度问题、土地制度问题、社会保障问题和财政压力问题。针对这些问题,论文并提出了完善就业政策,创新户籍制度、土地制度和社会保障制度,建立公共财政体制,建立中心镇投融资平台等对策和建议。期望这些对策和建议可为其他省份中心镇的发展提供借鉴和参考。
[Abstract]:Since the reform and opening up, the urbanization of our country has been advancing continuously. Under the background of the mechanism of "taking cities and towns and promoting agriculture by industry", the central town plays an increasingly important role in coordinating the development of urban and rural areas and paying attention to the quality of urbanization. Based on the background of new urbanization, this paper reviews the general laws and dynamic mechanism of urbanization development, combs the relevant theories of central town development. Then it discusses the status and function of the central town in the new urbanization strategy from the theoretical level, and analyzes the development status and development trend of the central town in Zhejiang Province, taking Longgang Town, Cangnan County, as an example, combined with the investigation and statistical data. Through case investigation, this paper expounds some key problems faced by the development of central towns in Zhejiang Province under the new urbanization strategy, and then puts forward some countermeasures and suggestions. Guided by the urbanization of population, the paper holds that the key problems urgently needed to be solved in central towns include employment, household registration system, land system, social security and financial pressure. The paper also puts forward to perfect employment policy, innovate household registration system, land system and social security system, and establish public finance system. It is expected that these countermeasures and suggestions can be used for reference in the development of central towns in other provinces.
