公共租赁住房动态管理问题与对策研究

【摘要】:当前,随着3600万套保障性住房的相继建设与使用,我国住房保障迈入“建管并重”时期。完善其建设、分配、管理、退出等制度,制定公平合理、公开透明的保障性住房配租政策和监管程序,严格规范准入、退出管理和租费标准,进而提升目标群体的社会福利水平,成为继续推进住房保障健康发展的必然选择。公共租赁住房是我国住房保障体系的重要组成部分,并将成为未来保障性住房建设的主体。公共租赁住房动态管理是指基于社会保障公平正义的目标,政府以及社会公众对公共租赁住房规划、建设、准入、退出以及绩效评估的系统性、科学性管理过程。其本质是调控目标群体的有序进入与退出,确保有限的公共租赁住房资源高效利用,做到“应保尽保”。 尽管我国目前针对公租房的管理制度出台了许多政策文件,但是在实践过程中仍存在诸多问题亟待解决,主要包括:缺乏循环机制,,管理体系尚不完善;低收入家庭界定难;公平配租存在问题;动态监管不到位;退出机制不健全等。造成上述问题存在的主要原因包括:立法工作滞后于住房保障事业的发展;尚未建立起全国层面统一的公共租赁住房信息化平台;地方政府受短期利益影响,对公共租赁住房重视不够;居民配合意识不高,存在投机倾向等。同时,为了更好的理解我国公共租赁住房管理存在的问题,特选取公共租赁住房准入管理中的关键环节—信息公示为案例,运用AHP层次分析法与综合评分法,对我国十七个省会城市的住房保障网站信息公示的数据进行了量化评估。通过数据分析发现我国存在城市保障性住房信息公示水平整体较低、信息公示实施效果差距较大、公示的细节信息仍有待于进一步完善等问题。因此,为解决我国公共租赁住房管理存在的问题,应当积极借鉴香港、新加坡等地先进的管理制度,总结其成功经验,再针对我国实际情况,得出建立健全我国公共租赁住房动态管理的对策,主要包括:健全公共租赁住房的法律制度;建立奖惩兼备的退出机制;强化动态监管;对地方政府公租房的管理成效进行绩效考核;建立全国统一的公租房信息化管理平台等。
[Abstract]:At present, with the successive construction and use of 36 million sets of affordable housing, China's housing security has entered a period of "equal emphasis on construction and management". It is necessary to perfect its construction, distribution, management, withdrawal and other systems and formulate a fair and reasonable system. Open and transparent rent allocation policies and regulatory procedures for affordable housing, strict regulation of access, withdrawal from management and rental fee standards, thereby raising the level of social welfare of the target group, Public rental housing is an important part of our housing security system. The dynamic management of public rental housing refers to the goal of social security fairness and justice, the government and the public planning, construction, access to public rental housing, The essence of withdrawal and the systematic and scientific management process of performance evaluation is to regulate the orderly entry and exit of the target group, to ensure the efficient use of limited public rental housing resources, and to ensure that "should be guaranteed to the best extent". Although China has issued many policy documents for the management system of public rental housing, there are still many problems to be solved in the process of practice, including: lack of circulation mechanism, imperfect management system, difficulty in defining low-income families; The main reasons for the above problems include: the legislative work lags behind the development of housing security; A unified information platform for public rental housing at the national level has not yet been established; local governments, affected by short-term interests, have not paid enough attention to public rental housing; the residents' awareness of cooperation is not high, and there is a tendency to speculate. At the same time, In order to better understand the problems existing in the management of public rental housing in China, this paper selects the key link in the management of public rental housing access-information publicity as a case, and applies AHP analytic hierarchy process and comprehensive scoring method. This paper evaluates quantitatively the data of information publication of housing security websites in 17 provincial capitals of our country. Through the analysis of the data, it is found that the level of information publicity of urban housing is relatively low in China, and the effect of information publicity is quite different. Therefore, in order to solve the problems existing in the management of public rental housing in China, we should actively learn from the advanced management systems in Hong Kong and Singapore, and sum up their successful experiences. According to the actual situation of our country, the countermeasures to establish and perfect the dynamic management of the public rental housing in our country are obtained, including: perfecting the legal system of the public rental housing; establishing the exiting mechanism with both rewards and punishments; strengthening the dynamic supervision; This paper evaluates the management effect of local government public rental housing and establishes a unified information management platform for public rental housing.
