化工企业安全投资效率分析

【摘要】:随着全国经济的飞速发展以及HSE(安全、健康、环境)管理体系的全面推行,企业的安全意识在不断提高,安全管理工作也越来越受到企业的重视。化工行业作为高危行业,安全问题尤为重要,如果处理不当,不仅企业可能受到巨大的经济损失,而且影响社会安定。到目前为止,尽管我国化工行业安全管理工作获得了一定的成果,但事故发生率仍然居高不下。主要原因为化工企业安全投资相对欠缺,投资意愿不足,投资结构不合理,投资决策的制定不具备科学性。针对以上问题,本文结合各国学者对企业安全投入效率所做的分析,对化工企业安全投入的构成及定义进行了探讨,分析了DEA方法的基本思想和其有效的经济含义,最终选定能有效处理多输入、多输出问题的DEA方法对我国化工企业投资效率进行分析。首先,系统地分析了化工企业安全投入的内容和影响安全投入的不确定性要素。其次,结合DEA方法的基本思想和基础模型,对DEA模型应用于化工企业安全投资效率进行了可行性分析。然后结合某企业实际情况,建立该企业对应的投入产出评价指标体系,通过指标分析,构建了评价该化工企业安全投资效率的CCR模型,并通过dea-solver 5.0软件对模型相关参数进行求解,验证了DEA模型应用到化工企业安全投资效率分析的可行性,并发现合理的投入比例能着实改善企业安全投入效率。最后,以案例分析的结果提出相应决策建议,本研究从安全投资效率的角度为安全投资决策提供了一个全新的视野,为化工企业进行安全生产提供综合效益提供了参考意见。
[Abstract]:With the rapid development of the national economy as well as the HSE (safety, health, environment) the full implementation of management system, enterprise security awareness is improving, safety management is also more and more attention from the enterprises. The chemical industry as a high-risk industry, security is particularly important, if not handled properly, not only enterprises may suffer huge economic losses. But also affects the social stability. So far, although the management of chemical industry safety of our country has got some achievements, but the accident rate is still high. The main reason for the chemical enterprise safety investment is relative lack, lack of willingness to invest, unreasonable investment structure, investment decisions do not have scientific. In view of the above problems, this paper combined with the analysis of scholars of enterprise safety investment efficiency by the definition and structure of safety investment in chemical enterprises is discussed, the analysis method of DEA The basic idea and the effective economic meaning, finally selected can effectively deal with multi input, analyzes the efficiency problem of multi output DEA investment on China's chemical enterprises. Firstly, systematically analyzes the content and effect of safety investment in chemical enterprise safety input uncertainty factors. Secondly, the basic idea and basic model combined with DEA the application of DEA model, analyses the feasibility on the efficiency of safety investment of chemical enterprises. Then combined with the actual situation of an enterprise, establish the enterprise corresponding input-output evaluation index system, the index analysis, constructed the CCR model to evaluate the efficiency of safety investment in the chemical enterprises, and is solved by the dea-solver 5 software related parameters of the the model, verify the feasibility analysis of the DEA model is applied to the chemical enterprise safety investment efficiency, and find a reasonable proportion of investment can really improve the enterprise security investment Finally, based on the result of case analysis, the corresponding decision recommendations are put forward. This research provides a new perspective for safety investment decision from the perspective of safety investment efficiency, and provides reference for chemical enterprises to provide comprehensive benefits for safety production.
