我国西部地区城镇化问题研究

【摘要】：2012年12月16日,中央经济工作会议重点提出,城镇化是我国现代化建设的历史任务,亦是扩大内需的重要途径,要积极地领导和促使城镇化健康发展。会议指出,我国走新型城镇化道路的中心是要找准立足点,有步骤地促成和推进我国农村人口转变为市民,深入贯彻落实城镇棚户区改革,尤其注重中西部地区城镇化发展。城市是经济与文化双重发展的产物。经济和社会发展的进程说明,城镇化程度是权衡一个地域或社会发展水平的首要标准。21世纪是城市发展的世纪。城市化进程会对中国乃至世界都会带来很大的影响。国内外研究表明,一个国家或一个地区想有效地促进经济、社会、文化和技术方面的良好发展必须通过城市的发展带动。中国是世界上最大的发展中国家,至今还没能扭转农业人口大国的现实。相关研究表明,通过城市的发展可以有效地吸收我国庞大的农村剩余劳动力,带动农村经济发展,改善地区产业结构,推动科技进步,从而提高区域整体发展水平,而且城市的发展还能促进区域及国家的现代化进程。笔者认为,城镇化不仅关系到一个国家或一个民族而且还关系到我们每个人。身为一个土生土长的西部人,从小到大经历了城镇化给我们的生活及方方面面带来的益处。目前,我国西部地区正掀起新一轮城镇化热潮,其原因在于这个地区自身的发展水平相对滞后且经济基础薄弱。因此,探究我国西部城镇化现状,摸索适合我国西部地区的城镇发展路径,不但对我国西部地区的成长有利,而且对实现我国经济社会发展的战略目标,全面构建和谐社会有深远的价值。本文首先剖析了我国西部地区城镇化近况,接着又分析了西部地区城镇化存在的主要的问题及导致这些问题产生的原因,同时借鉴了一些发达国家和发展中国家城镇化的典型案例及其经验,最后提出推动西部地区城镇化的对策建议。
[Abstract]:In December 16th 2012, the Central Economic work Conference emphasized that urbanization is the historical task of China's modernization drive and an important way to expand domestic demand, and it is necessary to actively lead and promote the healthy development of urbanization. The center of China's new urbanization road is to find a foothold, to promote the transformation of rural population into citizens step by step, to carry out the reform of urban shanty towns, and to pay special attention to the development of urbanization in the central and western regions. Cities are the product of both economic and cultural development. The process of economic and social development illustrates, The degree of urbanization is the first criterion to weigh the level of development of a region or society. The 21st century is the century of urban development. The process of urbanization will have a great impact on China and the world. If a country or a region wants to effectively promote good economic, social, cultural and technological development, it must be driven by urban development. China is the largest developing country in the world. So far, it has not been able to reverse the reality of a large agricultural country with a large population. Relevant studies have shown that urban development can effectively absorb China's huge rural surplus labor force, stimulate rural economic development, improve the regional industrial structure, and promote scientific and technological progress. In order to improve the overall development level of the region, and the development of the city can also promote the modernization process of the region and the country. Urbanization concerns not only a country or a nation, but also each of us. As a native of the West, it has experienced the benefits that urbanization brings to our lives and every aspect of our lives. There is a new round of urbanization upsurge in the western region of China. The reason is that the development level of the region itself is lagging behind and the economic base is weak. Therefore, to explore the present situation of urbanization in the western part of China, It is not only beneficial to the growth of the western region of our country, but also of far-reaching value to realize the strategic goal of our country's economic and social development and to build a harmonious society in an all-round way. This paper first analyzes the recent situation of urbanization in western China, and then analyzes the main problems in urbanization in western China and the causes of these problems. At the same time, it draws lessons from some typical cases and experiences of urbanization in developed and developing countries, and finally puts forward some countermeasures and suggestions to promote urbanization in the western region.
