呼包鄂城市群工业主导产业协同发展研究

【摘要】：城市群的形成与发展是经济发展和产业布局的客观反映，已成为发达国家城市化、工业化的主体形态。进入21世纪以来，长三角城市群、珠三角城市群和京津冀城市群等的快速发展使城市群成为我国城市化进程的重要选择，成为我国经济增长的主要推动力量。国家《十一五规划纲要》强调“城市群的发展将作为中国推进城市化的主体形态”，国家《十二五规划纲要》明确提出，未来5年要“形成以大城市为依托，中小城市为重点，逐步形成辐射作用大的城市群”。与此相呼应，地方政府也将城市群作为地方经济发展的主要战略选择，纷纷出台城市群发展规划。城市群的发展水平直接关系到地方乃至中国经济的可持续发展。内蒙古作为民族地区，经济的快速增长离不开呼包鄂城市群经济的快速发展，从2012年看，呼包鄂城市群地区生产总值为9324.68亿元，占内蒙古同期地区生产总值的58.72%。呼包鄂城市群已经成为中国近年来经济增长速度最快的城市群，也是中国西部最具增长潜力的城市群。呼包鄂城市群与产业集群能否实现协同发展直接关系到呼包鄂城市群发展战略的成败。呼包鄂形成产业集群首先要确定呼和浩特市、包头市和鄂尔多斯市的工业主导产业，呼和浩特市、包头市、鄂尔多斯市工业主导产业协同发展存在哪些问题？如何实现呼包鄂城市群工业主导产业协同发展？是摆在我们面前亟待解决的课题。这一课题的解决，对于促进内蒙古这一民族地区经济的可持续发展和地区稳定，实现呼包鄂城市群产业合理布局与规划具有重要的现实意义，也有利于中国西北地区新的经济增长极的培育。本文在充分借鉴国内外相关研究文献的基础上，利用因子分析法确定呼和浩特市、包头市、鄂尔多斯市工业主导产业，并从呼包鄂城市群的视角，以比较优势理论和竞争优势理论为基础，利用比较优势和竞争优势模型确定呼包鄂城市群工业主导产业定位与布局，进而提出促进呼包鄂城市群工业主导产业协同发展的具体对策措施。本文共分为六部分，第一章为引言，主要包括研究背景和意义、城市群及产业协同的国内外研究综述，论文的研究内容、研究方法、研究数据、创新点与不足。第二章为相关概念界定，主要界定了城市群、主导产业和产业协同三个概念，并分析了产业协同的联动效应。第三章为呼包鄂工业主导产业选择，主要包括工业主导产业选择的理论基础、数据来源和研究方法，并通过构建指标体系，运用相关研究方法分析呼和浩特市、包头市和鄂尔多斯市的工业主导产业。第四章为呼和浩特市、包头市、鄂尔多斯市实现协同发展的产业选择，主要利用比较优势理论分析呼和浩特市、包头市、鄂尔多斯市实现协同发展的未来工业主导产业选择的依据、过程和结果。第五章为实现呼和浩特市、包头市、鄂尔多斯市产业协同提出对策建议，从政府、产业规划、发展方式、融资机制、科技创新、资源配置六个方面提出了具体的对策建议，以期能实现呼和浩特市、包头市、鄂尔多斯市产业协同发展。
